Seanad: Situation in Gaza and Ukraine: Statements (31 Jul 2014)

Jillian van Turnhout: I am not naive in thinking that our debate here today will be the difference between continuing conflict or lasting peace. However, it would be grossly negligent, particularly with respect to the worsening humanitarian crisis, for one of our Houses of Parliament not to make a definitive statement in a formal capacity as we have done on previous occasions, most recently with regard to the...

Joint Oireachtas Committee on Health and Children: Section 38 and Section 39 Agencies: Health Service Executive (22 Jul 2014)

Jillian van Turnhout: I asked about the legal entities and who is funded. We have seen mixtures of organisations with regard to how companies are structured under section 38 and section 39. Are there specific requirements for the funding of organisations? I am thankful that Ms McGuinness has taken on board the difficulty with the public's perception about the funding of these organisations. There may be a...

Joint Oireachtas Committee on Health and Children: Section 38 and Section 39 Agencies: Health Service Executive (22 Jul 2014)

Jillian van Turnhout: It may be something to probe further.

Joint Oireachtas Committee on Health and Children: Section 38 and Section 39 Agencies: Health Service Executive (22 Jul 2014)

Jillian van Turnhout: The delegation is very welcome. As Deputy Ó Caoláin has said, today is the first step in us trying to scope and understand the funding arrangements. The more I look at sections 38 and 39 organisations the more questions I have. If I say something that is incorrect I expect the delegation will correct me. There has been huge focus on the salaries of senior management but I am...

Seanad: Electoral (Amendment) (No. 4) Bill 2014: Second Stage (17 Jul 2014)

Jillian van Turnhout: I support the Bill which is a technical measure. The issues raised by my colleagues concern the need for wider reform and to bring forward the reforms needed to ensure universal suffrage. When the Bill dealing with the university Senators is brought forward, we must ensure there is a proportionate balance when we examine it. However, I support this technical Bill as we must fill the vacancy.

Joint Oireachtas Committee on Health and Children: Update on Children and Youth Issues: Minister for Children and Youth Affairs (17 Jul 2014)

Jillian van Turnhout: Yes.

Joint Oireachtas Committee on Health and Children: Update on Children and Youth Issues: Minister for Children and Youth Affairs (17 Jul 2014)

Jillian van Turnhout: We must find a way to do so.

Joint Oireachtas Committee on Health and Children: Update on Children and Youth Issues: Minister for Children and Youth Affairs (17 Jul 2014)

Jillian van Turnhout: Youth justice is a matter for the Department of Children and Youth Affairs.

Joint Oireachtas Committee on Health and Children: Update on Children and Youth Issues: Minister for Children and Youth Affairs (17 Jul 2014)

Jillian van Turnhout: Would the Minister consider having representatives of the Child and Family Agency attend when he gives the briefing? At our last quarterly hearing, I asked the former Minister, Deputy Fitzgerald, to consider it. How does the committee interact with the Child and Family Agency? It is unacceptable that six months after its establishment we have had no interaction with it. At yesterday's...

Joint Oireachtas Committee on Health and Children: Update on Children and Youth Issues: Minister for Children and Youth Affairs (17 Jul 2014)

Jillian van Turnhout: I contest whether they entered into that right of privacy.

Joint Oireachtas Committee on Health and Children: Update on Children and Youth Issues: Minister for Children and Youth Affairs (17 Jul 2014)

Jillian van Turnhout: I welcome the Minister and it is great to see him here. There is much talk during Cabinet reshuffles of promotions, demotions or whatever but this is a dream job. The Minister has an opportunity to take a strong step to make Ireland one of the best places in which to be a child, to grow up and to transition into adulthood. There is a saying that third time is a charm and as this is the...

Seanad: Employment Permits (Amendment) Bill 2014: Committee Stage (Resumed) and Remaining Stages (16 Jul 2014)

Jillian van Turnhout: Does the Minister have a commencement date for the legislation?

Seanad: Employment Permits (Amendment) Bill 2014: Committee Stage (Resumed) and Remaining Stages (16 Jul 2014)

Jillian van Turnhout: That is excellent.

Seanad: Employment Permits (Amendment) Bill 2014: Committee Stage (Resumed) and Remaining Stages (16 Jul 2014)

Jillian van Turnhout: I thank the Minister for the information he has provided to me on my concerns in this area. I am satisfied with the rationale provided and I will not be proceeding with the amendment. However, on the section, I would like to take the opportunity to highlight another issue that has already been raised with the Minister by the Migrant Rights Centre of Ireland, MRCI, regarding joint...

Seanad: Employment Permits (Amendment) Bill 2014: Committee Stage (Resumed) and Remaining Stages (16 Jul 2014)

Jillian van Turnhout: I welcome the Bill, which, as we noted on Second Stage, addresses many issues. I welcome the work that the Minister and his officials have done, and his engagement not only here in the House but between the Stages. As a final question, I was asked by some of the migrant workers to ask whether the Minister has any idea of the commencement date of the legislation, as I realise part of the...

Seanad: Employment Permits (Amendment) Bill 2014: Committee Stage (Resumed) and Remaining Stages (16 Jul 2014)

Jillian van Turnhout: I raise a question I raised in written correspondence with the Minister outlining my concerns about the requirement to renew a work permit before an employee can take up new employment within the same economic sector. I refer to the one-year rule which we also discussed in relation to an earlier amendment. Work permits are initially granted for two years and cost €1,000 to renew. In...

Seanad: Court of Appeal Bill 2014: Committee and Remaining Stages (16 Jul 2014)

Jillian van Turnhout: I welcome the passage of the Bill. It is an historic occasion, as outlined in earlier debates. I hope that the legislation will speed up the process for people, individuals and businesses, and that it makes a huge different to how the courts system works and how it is perceived to work externally by other states. I also thank the Minister for her engagement. She endeavoured to answer the...

Seanad: Court of Appeal Bill 2014: Second Stage (16 Jul 2014)

Jillian van Turnhout: I welcome the Minister and fully support the Bill. As has been said, this is the will of the Irish people. On 4 October 2013, 65% of them voted in favour of the establishment of the Court of Appeal, for which the Bill would provide. Many of the provisions of the Bill, as the Minister said, are based on the Report of the Working Group on a Court of Appeal, published in 2009 and chaired by...

Seanad: Employment Permits (Amendment) Bill 2014: Committee Stage (16 Jul 2014)

Jillian van Turnhout: I also listened very carefully to the Minister's reply. The difficulty I have is that I do not consider this to be an additional aspect, rather I consider it to be a very new and distinct defence. The amendments that have been put down are designed to expand the rights of migrants to take a claim on the grounds of exploitation to the civil courts. If the Minister checks the drafting, he...

Seanad: Employment Permits (Amendment) Bill 2014: Committee Stage (16 Jul 2014)

Jillian van Turnhout: I move amendment No. 2: In page 6, between lines 27 and 28, to insert the following:"(3B) It shall be a defence for a person charged with an offence under subsection (3) consisting of a contravention of subsection (1) to show that his or her contravention was a result of and/or a feature of exploitative work practices by the employer against him or her.",".
