Fiach MacConghail: The coach is from Malahide.

Seanad: Order of Business (5 Feb 2014)

Fiach MacConghail: There is no such thing.

Seanad: Order of Business (5 Feb 2014)

Fiach MacConghail: For the second day in a row, I find myself in the unusual position of supporting a call made by Senator Bacik. Rather than being a paradox, the Seanad discussing the issue of Dáil reform would be both important and constructive. I wish to raise the issue of the continuing incarceration of artist and peace activist, Ms Margaretta D'Arcy, in Limerick Prison. Ms D'Arcy will start the...

Seanad: Order of Business (5 Feb 2014)

Fiach MacConghail: I call on the Leader to send a note from the Seanad to the Minister for Justice and Equality seeking Margaretta D'Arcy's release from prison. We should be ashamed of ourselves in respect of this matter. If an artist and peace activist such as Margaretta D'Arcy was jailed in China, North Korea, South Africa or Burma, a debate would be held in the House.

Seanad: Order of Business (4 Feb 2014)

Fiach MacConghail: I support the calls made by Senators Bacik and Zappone earlier, and that made by Senator Power last week, for a debate on homophobia. Last Saturday night, Rory O'Neill - also known as Panti - made an extraordinary statement from the stage of the Abbey Theatre which, as of today, has amassed 80,000 views on YouTube. However, the national broadcaster and other broadcasters are afraid to show...

Seanad: Order of Business (4 Feb 2014)

Fiach MacConghail: I call on the Leader to arrange for the House to consider the joint committee's report in order that we might continue the debate on this matter. I am aware that there are Senators who disagree with me in respect of this issue.

Seanad: Order of Business (4 Feb 2014)

Fiach MacConghail: I had the pleasure and privilege of being involved in the work done by the joint committee in the period leading up to the compilation of its report. We would like that report to be considered and debated by the Seanad in order that we might keep the issue alive and hear the views of those on both sides.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: I asked if any service provider had refused to give permission.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: Is Accenture rolling that out on Irish Water's behalf?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: Will Mr. Cowhig explain to me what QA means?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: Will Mr. Cowhig explain that further and what it means in terms of-----

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: The QA service would be to reassure the board of what IBM and Accenture might be doing. Is that right?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: Would that be the annual cost, the €2.2 million?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: That would be internal expertise to assess the quality assurance for the board going forward, to use that phrase.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: To confirm, the €4.2 million is the cost for all legal expertise within the potential €180 million cost. It sounds like the legal industry is selling itself short there. Are there no legal fees in lots 1 to 9?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: As of now, €100 million has been spent and €50 million has been spent on specialists and consultants. That is written on page 2.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: That is fine. I will go through the different lots. There are eight lots. Can Mr. Tierney give me an approximate breakdown between the service provider, consultants and capital cost regarding IBM and particularly Accenture? Of the €44.8 million that has been awarded to IBM over lots 1, 2 and 3, what is the breakdown between capital costs and consultant fees?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: Okay. I am seeking the breakdown for lots 1, 2 and 3 between capital costs and consultant fees for the €44.8 million, and the same with regard to Accenture and the €17.2 million. That is the first question. Second, what overlap is there between Ernst & Young, the lot in respect of governance, finance and regulation, and lot 9 in respect of KPMG, which appears to be...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Fiach MacConghail: I welcome the delegation from Uisce Éireann and Mr. Tierney in particular. I will not repeat questions but I want some clarification so as to hone in on the costs. It seems, having looked at the document, that €97.9 million was spent by December. The guts of €100 million has been spent so far. Mr. Tierney has also confirmed that there is a likelihood that there will be...

Seanad: Local Government Reform Bill 2013: Second Stage (16 Dec 2013)

Fiach MacConghail: Fáilte roimh an Aire. I have given up tabling amendments for the Minister to consider, although he genuinely wished me success in that regard. My batting ratio is zero when it comes to proposing amendments but it will not stop me making comments on the Bill. It has been an extremely busy legislative year for the Minister. We are at the half way point in the life of this Government. I...
