Colm Burke: Can the Department not set out a clear plan with Irish Water whereby we have a target for each year of getting 40 or 50 off the system and taking them in charge? The estates are left there. Local authorities will not touch them. We are 20 years on in many of those housing estates and people are getting frustrated. They pay property tax and feel they get nothing back.

Colm Burke: Regarding taking charge of estates by local authorities where there is not a problem with Irish Water or an excuse, again the programme by local authorities seems to be going at a snail’s pace. They say they need to upgrade the estates before taking them in charge. What is the plan for that over the next two to three years?

Colm Burke: Even if they were there and were not asked to give legal advice, if they are working for an organisation and decisions are being made that put that organisation at risk, surely they have a duty of care to advise and, for example, tell the meeting participants they cannot go down that road because it is not above board. Surely, that must be their role as well.

Colm Burke: They are voluntary organisations in the sense they cannot be sold off to a commercial enterprise. There is accountability from this point of view. The amount of finance they are managing now is substantial. We need to ensure we have some oversight of it.
