Caít Keane: Can we give the Minister of State extra time?

Seanad: Heritage Bill 2016: Order for Second Stage (20 Jan 2016)

Caít Keane: I move: "That Second Stage be taken today."

Seanad: Commencement Matters: Animal Welfare (19 Jan 2016)

Caít Keane: I just had a chat with the Minister, Deputy Varadkar, because the issue that I am raising as regards horses relates to hippotherapy and the benefits of horses for children, in particular mentally handicapped children and juvenile delinquents. Occupational therapists, physical therapists and every other type of therapist is using hippotherapy. It is new in Ireland, with only one centre...

Seanad: Commencement Matters: Animal Welfare (19 Jan 2016)

Caít Keane: I thank the Minister of State for a very detailed reply. Horses do not know boundaries and cannot indicate who are their owners. That is the problem. If the Minister of State says he is strengthening the position, I will send him, by e-mail, a question on the various organisations to which funding is given, particularly those that provide therapy for horses and that work with juveniles who...

Seanad: Order of Business (19 Jan 2016)

Caít Keane: I support Senator Bacik with regard to the joint motion. I also wish to refer to the RTE programme last night. As Fine Gael spokesperson on local government and housing, I believe we should hold a debate on it as well to show what is being done. As the Minister of State, Deputy Coffey, said, it is a serious situation. Anybody who watched the programme last night could not help but be...

Seanad: Order of Business (19 Jan 2016)

Caít Keane: We were speaking about the rough sleeper situation and - Lord have mercy on him - Jonathan Corrie. The rough sleeper situation now has gone down 46% since November. That is 46% too high, because we want to do more about it. This morning, Cathal Morgan, director of the Dublin Region Homeless Executive, said that the supply of local authority housing is still at a low level. Obviously, we...

Seanad: Order of Business (19 Jan 2016)

Caít Keane: Everyone has to play their part. Cathal Morgan said this morning that we have to accept modular housing. I want to comment on the development in Limerick. I read in The Irish Examinerin November that Councillor Gilligan in Limerick welcomed the Government provision of €3.8 million for 21 social housing units. Then, Deputy Willie O'Dea got up and said "No" and that we could not have it.

Seanad: Order of Business (19 Jan 2016)

Caít Keane: I am looking for a debate and a review on what is actually happening. We cannot build houses overnight, but we should all co-operate and work together. When 21 social housing units and €3.5 million are put into housing in Limerick, we should all come in behind it. We cannot have ex-Ministers saying "Not in my back garden" or whatever. We need a long-term solution. We have 35,000-----

Seanad: Order of Business (19 Jan 2016)

Caít Keane: A review and a debate on what we are actually doing would be welcome to let the people know that we are working on this and that it is a priority.

Seanad: Irish Water: Motion (13 Jan 2016)

Caít Keane: I move amendment No. 2:“To delete all words after ‘That Seanad Éireann:’ and substitute the following: supports: ·the ongoing work by Irish Water in upgrading Ireland’s public water and wastewater systems and delivering new, national approaches to the delivery of water infrastructure and services; ·the Government’s funding model for water...

Seanad: Irish Water: Motion (13 Jan 2016)

Caít Keane: Indeed, it was much higher than the current charges. Charging for domestic water was seen as new departure here but is not new in other EU countries. Furthermore, it was not a new departure in rural Ireland, where farmers, business people and others have paid for their water for many years. Do we want those in rural Ireland to bear the brunt of the charges for water, while letting their...

Seanad: Irish Water: Motion (13 Jan 2016)

Caít Keane: In Northern Ireland, Sinn Féin has agreed with water charges. If its policy in Northern Ireland is to impose charges, why does it not have the same policy for the South?

Seanad: Irish Water: Motion (13 Jan 2016)

Caít Keane: I am not making things up.

Seanad: Irish Water: Motion (13 Jan 2016)

Caít Keane: Hypocrisy gives politics and politicians a bad name. We should work together for the good-----

Seanad: Irish Water: Motion (13 Jan 2016)

Caít Keane: -----of our citizens, to give them clean water at a reasonable rate.

Seanad: Irish Water: Motion (13 Jan 2016)

Caít Keane: It is rubbing off.

Seanad: Irish Water: Motion (13 Jan 2016)

Caít Keane: Roscommon has improved in respect of boil water notices.

Seanad: Harbours Bill 2015: Report and Final Stages (18 Dec 2015)

Caít Keane: I can see where Senator Craughwell is coming from but if the word "shall" was in the section, it would mean the harbour master would have to be there on all occasions. They would not even be able to excuse themselves if and when a conflict of interest arose. The word "may" is probably much better in such circumstances because there are occasions when a harbour master may have a conflict of...

Seanad: Order of Business (17 Dec 2015)

Caít Keane: I join other Senators in wishing everybody a very happy Christmas. Nollaig shona agus athbhliain faoi mhaise orthu go léir, including the staff in the office and all the ushers who help us throughout the year, our Leader, who has led by exemplary example and has made many changes to the Seanad, and the Leas-Chathaoirleach. I welcome Deputy Barry and his daughter, Fiona, to the Seanad....

Seanad: Order of Business (17 Dec 2015)

Caít Keane: We have another day to go. Today, three Deputies are to appear in the Special Criminal Court offering themselves as bail sureties for a man arrested on IRA charges and in possession of explosives. While I will not mention their names, we all know who they are. Two of them spent an hour in prison wasting Garda time last week. The Garda Síochána is trying to do a job, and the...
