Seanad: Order of Business (17 Jun 2015)

Caít Keane: We all value our children, particularly the children who died in Berkeley. I want especially to remember Eoghan Culligan from Rathfarnham, my own area. Ballyboden-St. Enda's, our local GAA club, put out a great tribute to him, saying that he was one of its star GAA players. I also sympathise with his parents, Gerry and Marie, his brothers Stephen and Andrew, and his girlfriend. I want to...

Seanad: Order of Business (17 Jun 2015)

Caít Keane: He did. The Senator should ask our Leader. No better men than our Leader, Senator Maurice Cummins, and Senator Paul Coghlan, for supporting the rights of councillors. Having spent 20 years on a council and having sat on the Local Authorities Members Association, I can tell Senators that those of us on this side of the House will not stop. The Senator is dead right; councillors must have...

Seanad: Order of Business (17 Jun 2015)

Caít Keane: We are in government and we will have a debate. I agree with Senator Wilson.

Seanad: Order of Business (17 Jun 2015)

Caít Keane: I have asked for the debate previously, as has Senator Landy, and he is supporting our call.

Seanad: Order of Business (17 Jun 2015)

Caít Keane: The Rape Crisis Network report was launched today. Last week, when funding was withdrawn from the Rape Crisis Network, I asked about that.

Seanad: Order of Business (17 Jun 2015)

Caít Keane: I want to include in the debate the fact that 293 cases were reported to the Rape Crisis Network, of which 104 went to the Garda. Charges are pending on five cases, seven cases were dropped, only four went to trial, and only three convictions were made. What we want to include-----

Seanad: Order of Business (17 Jun 2015)

Caít Keane: I can, but I want to ensure the right people are here to answer those types of questions.

Seanad: Order of Business (17 Jun 2015)

Caít Keane: There were 293 cases-----

Seanad: Order of Business (17 Jun 2015)

Caít Keane: -----but three convictions.

Seanad: Order of Business (17 Jun 2015)

Caít Keane: I thank the Cathaoirleach. I hope those debates will be arranged sooner rather than later.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Electoral Commission in Ireland: Discussion (16 Jun 2015)

Caít Keane: I am sorry I was late, I had to go to something else. Obviously, this approach has served our democracy fairly well. I presume enough has been said about the electoral register. We have been speaking about it ad infinitumand the witnesses do not want to hear what is wrong with it from me again. There is a lot right with it but a lot to be done. Accuracy is best. On the setting up of an...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Electoral Commission in Ireland: Discussion (16 Jun 2015)

Caít Keane: Yes and the tallywomen too. Will the delegation address the question of the quota for women in politics? I thank the delegation for attending.

Seanad: National Minimum Wage (Low Pay Commission) Bill: Committee Stage (11 Jun 2015)

Caít Keane: I wish to speak about gender recognition and equal pay. In every survey that has been done on equal pay, women fare much poorer than men when doing exactly the same work. Could the Minister of State comment on which aspect of his review will be accounting for this? Will there be surveys in this country? There have been many carried out before. It has been well borne out that gender is a...

Seanad: National Minimum Wage (Low Pay Commission) Bill: Committee Stage (11 Jun 2015)

Caít Keane: I thank the Minister for what can and what cannot be included in the commission. I have written to the Minister and I have brought it up in this House before asking if the child care element and the low pay which is involved in child care - and again it is mostly women involved in preschool and child care - will be specifically included in the Low Pay Commission? They are currently falling...

Seanad: National Minimum Wage (Low Pay Commission) Bill: Committee Stage (11 Jun 2015)

Caít Keane: The Minister of State has said that he will not accept Senator White's amendment. I will not vote for it because I am on this side of the House but I would like an explanation from him. All legislation should be done in a planned way and one cannot hoist change on an employer just like that. Looking at the way the amendment is put, it seems reasonable, but I am sure that the Minister of...

Seanad: Order of Business (9 Jun 2015)

Caít Keane: I want to talk about the Rape Crisis Network Ireland. I believe that it is only by speaking about matters and highlighting them that one can make things better. When decisions are taken in order to save money then we must ensure that we all know why and that it is done for the good of the whole of society. The board of Tusla has withdrawn its funding from the Rape Crisis Network Ireland....

Seanad: Order of Business (27 May 2015)

Caít Keane: A debate is needed on children, but the debate on spanking children is over as far as I am concerned. It was over long ago. A survey carried out last year and the year before by the ISPCC and the Children's Rights Alliance found that two thirds of the adults surveyed thought it was already banned. To think smacking a child would be acceptable is like saying assault on an adult would be...

Seanad: Health Services for People with Intellectual Disabilities: Statements (27 May 2015)

Caít Keane: I support the last speaker because it is important that anybody who makes a phone call, be they a public representative or a private person, deserves the courtesy of a response. If there is one message from today’s debate it is that the HSE has to pull up its socks and ensure that it responds, not alone to public representatives but to the public. There is a charter for caring. All...

Seanad: Health Services for People with Intellectual Disabilities: Statements (27 May 2015)

Caít Keane: The people are there and it is coming but not as much as it should. Every building should be considered under the concept of design for all. I saw on television a fellow who got onto a train but could not get off because there was no one to help him. Early intervention is vital for help in preschools, many of which cannot take special needs children because the intervention and the support...

Seanad: Health Services for People with Intellectual Disabilities: Statements (27 May 2015)

Caít Keane: I agree with the suggestion of the Minister.
