Marie Moloney: What the amendment and the Minister are proposing is the same, except that the amendment includes a timescale. The scheme is new and will take time to get off the ground. Twelve months is relatively short time when looking for trends. The Minister has promised to undertake a review and I hope that as a result of it he will invest more money in the scheme.
