Joint Oireachtas Committee on Climate Action: Role of Chairperson and Future Contributions of Inland Fisheries Ireland and the Board: Inland Fisheries Ireland (6 Feb 2024)

Seán Kyne: I thank Professor Collins. He mentioned that the head of HR has moved on - I wish her well - and the importance of filling the role of the head of HR. I will ask about the overseeing of the appointment of a new head of HR, considering there are investigations ongoing regarding the alleged manipulation of processes of senior appointments within the organisation. It is now 15 months since...

Joint Oireachtas Committee on Climate Action: Role of Chairperson and Future Contributions of Inland Fisheries Ireland and the Board: Inland Fisheries Ireland (6 Feb 2024)

Seán Kyne: It is somewhat reassuring that the board will be scrupulous in overseeing that. Investigations that relate to the processes of other appointments are ongoing, so I do not share the confidence that this would be dealt with fairly by IFI. I am sorry to say that. I am not sure whether my time is up. Is it all right to continue? Yes. Has Professor Collins read the damning report by the...

Joint Oireachtas Committee on Climate Action: Role of Chairperson and Future Contributions of Inland Fisheries Ireland and the Board: Inland Fisheries Ireland (6 Feb 2024)

Seán Kyne: Will he be discussing the report with the board or does the board have any reflection on what it says about the role of senior employees, especially the CEO?

Joint Oireachtas Committee on Climate Action: Role of Chairperson and Future Contributions of Inland Fisheries Ireland and the Board: Inland Fisheries Ireland (6 Feb 2024)

Seán Kyne: I am delighted the report was discussed at the committee. Did the committee decide not to appeal or was that decision made by the organisation? Will Professor Collins come back to us with a summary of the legal cost of defending this case, which was compromised from the start by the extraordinary behaviour of a senior employee?

Joint Oireachtas Committee on Climate Action: Role of Chairperson and Future Contributions of Inland Fisheries Ireland and the Board: Inland Fisheries Ireland (6 Feb 2024)

Seán Kyne: I thank Professor Collins. On a similar-----

Joint Oireachtas Committee on Climate Action: Role of Chairperson and Future Contributions of Inland Fisheries Ireland and the Board: Inland Fisheries Ireland (6 Feb 2024)

Seán Kyne: It has come to my attention that there are fiercely concerning accusations in circulation among IFI staff members in the west and north west that unsecured high-powered deer hunting rifles and unsecured live ammunition have been transported in IFI-owned vehicles by senior staff members in Donegal. Is the chairperson aware of this serious matter and could he investigate it further? The...

Joint Oireachtas Committee on Climate Action: Role of Chairperson and Future Contributions of Inland Fisheries Ireland and the Board: Inland Fisheries Ireland (6 Feb 2024)

Seán Kyne: Is it appropriate that IFI vehicles in Donegal would be used in personal time by senior employees for deer hunting and transport of deer carcases? I understand that vehicles have tracking devices so their movements can be verified. Again, that is information that has been put out there. I ask that, as part of the same investigation, this matter could be looked at as well.

Joint Oireachtas Committee on Climate Action: Role of Chairperson and Future Contributions of Inland Fisheries Ireland and the Board: Inland Fisheries Ireland (6 Feb 2024)

Seán Kyne: The chairperson is aware that both of his predecessors resigned from their role as full-time chairperson and I wish him better luck. That is Dr. Frances Lucy, as interim chairperson, and Mr. Fintan Gorman before that in April. Does Professor Collins intend to contact his predecessors to get a better feel of issues and the circumstances of their resignations? Certainly, the last resignation...

Joint Oireachtas Committee on Climate Action: Role of Chairperson and Future Contributions of Inland Fisheries Ireland and the Board: Inland Fisheries Ireland (6 Feb 2024)

Seán Kyne: That is a decision for Professor Collins. I am sure he will be busy anyway. It might be something worth considering. I am nearly finished. Professor Collins will be aware of the saga in RTÉ involving Toy Story: The Musical and all that went on there. IFI is obviously subject to a governance rule that any capital expenditure of over €50,000 has to be approved by the board,...

Seanad: Gnó an tSeanaid - Business of Seanad: Health Promotion (1 Feb 2024)

Seán Kyne: I first want to thank the Cathaoirleach’s office for choosing this Commencement matter this morning. I welcome the Minister of State, Deputy Joe O'Brien, to the Chamber. As he is aware, this is the UN Decade of Healthy Ageing 2021-2030, where the focus is on the second half of life. The UN Decade of Healthy Ageing is a global collaboration, bringing together governments, civil...

Seanad: Gnó an tSeanaid - Business of Seanad: Health Promotion (1 Feb 2024)

Seán Kyne: I thank the Minister for the comprehensive response on behalf of the Minister of State, Deputy Mary Butler. I welcome the establishment of the commission on care of the older person and the appointment of Professor Alan Barrett. This is a welcome initiative that, hopefully, can lead to a new positive ageing strategy. As I said, this is a very important cohort. Growing older is not what it...

Seanad: An tOrd Gnó - Order of Business (1 Feb 2024)

Seán Kyne: I welcome today's announcement from the Minister, Deputy Harris, on what is the deadline day for the CAO process, of a major expansion in courses outside the CAO process. We all know the stresses. I am sure the Deputy Leader knows as a parent, as do others who have gone through the process, that the CAO points system places stresses on pupils, parents and their wider families.Today the...

Seanad: An tOrd Gnó - Order of Business (31 Jan 2024)

Seán Kyne: I would like to acknowledge and welcome the announcement by the Minister, Deputy Humphreys, this week of the double payments for January on behalf of the Government to pensioners, carers, lone parents and people with disabilities. Some 66,287 people, approximately, in Galway will benefit from these double payments this week. The January cost-of-living double payment will benefit 1.3 million...

Seanad: Family Carers: Motion [Private Members] (31 Jan 2024)

Seán Kyne: The Minister of State is welcome and I join others in acknowledging her advocacy and work in the area of disability services. She is a strong advocate and a personal support to all of those families and communities. I first acknowledge, as I did on the Order of Business this morning, the double payments for carers this week and for persons with a disability. That is an acknowledgement of...

Seanad: Family Carers: Motion [Private Members] (31 Jan 2024)

Seán Kyne: If a bungalow on a half-acre site in a sylvan setting is available in east Galway or wherever, and the Brothers of Charity or Ability West want to buy that, is there a process where they can streamline and get that quickly, or is it convoluted and complicated meaning that property is not available? Can we do something to look at improving that? There are specific requirements that certain...

Seanad: An tOrd Gnó - Order of Business (30 Jan 2024)

Seán Kyne: I wish to be associated with the comments about the late John Connor. I met him on numerous occasions at party events and I knew him by reputation. I also met him during Seanad campaigns. He is a man who was well regarded and well spoken. As others have said he was an orator of distinction. My sympathies and condolences to all of his extended family. I have raised in the past issues...

Seanad: Defence Forces Tribunal of Inquiry: Motion (30 Jan 2024)

Seán Kyne: I call Senator Boylan.

Seanad: An tOrd Gnó - Order of Business (24 Jan 2024)

Seán Kyne: I join others in congratulating Senators Carrigy, Ardagh, Wall and other members of the autism committee on their leadership and advocacy in regard to these Houses becoming an autism-friendly Parliament. I concur with the suggestion that this should be rolled out to all local authorities and Government buildings. It becomes a cliché to talk about balanced regional development. I have...
