If their policy of telling the troika to go home and take their money with them had been followed, a similar fate would have been foisted upon us. What is being proposed in this amendment is reasonable, namely, the user of the water pays for the use of the water.

There are already systems in place to deal with that under existing landlord-tenant law and existing leases. I do not believe it is an issue that will cause huge concern for tenants.
