As I said, whether one likes it, one cannot draw up a contract and change it mid-stream.

Barry Cowen: I agree with the information Mr. Coughlan mentioned, but that is for another day's work and another fund needs to be put in place, and huge investment must be made to subvent the changes that will cost farmers initially but will benefit both them and the State thereafter.
