Seanad: An Bille um an Séú Leasú is Fiche ar an mBunreacht, 2002: An Dara Céim (Atógáil). Twenty-sixth Amendment of the Constitution Bill, 2002: Second Stage (Resumed). (13 Sep 2002)

Cyprian Brady: Is mór an onóir dom a labhairt. Ar dtús ba mhaith liom mo bhuíochas a ghabháil do mo chairde i measc Fianna Fáil agus go háirithe don Taoiseach as ucht an pribhléide a bhronn sé orm mar Sheanadóir. As the Taoiseach's nominee, I cannot agree with the sentiment expressed yesterday by the esteemed senior Member regarding the Taoiseach's nominees. The House would be much less productive...

Seanad: Social Welfare Benefits: Motion. (6 Nov 2002)

Cyprian Brady: I second the motion. This motion put so eloquently by Senator Cox recognises the advances and improvements implemented by the Department of Social and Family Affairs. There have been dramatic and far reaching changes over recent years. As a former employee of the Department I have seen the effects its services on the day to day lives of people. I have seen at the coal face the efficient...

Seanad: Community Employment Schemes: Motion. (13 Nov 2002)

Cyprian Brady: I welcome the Minister of State to the House. I am delighted to speak in favour of the amendment to the motion and to further support those Members who have commended the contribution the community employment programme has made in a huge number of areas. The primary purpose of community employment was to provide a transitional programme of work experience and training for the long-term...

Cyprian Brady: I wish to share my time with Senator Dooley.

Seanad: Housing Grants: Motion. (20 Nov 2002)

Cyprian Brady: I welcome the Minister of State to the House. I live in a neighbouring constituency to his and have a good idea of how much time he spends in it. I am sure he is as aware as anyone of the implications of the hard decision taken last week.

Seanad: Housing Grants: Motion. (20 Nov 2002)

Cyprian Brady: In supporting the amendment it is worth examining the changes which have taken place in housing. When house price increases peaked at 40% in 1998, there was a clamour, mostly from the Opposition parties, for the Government to examine ways to stop the dramatic rise. Everyone argued that something must be done.

Seanad: National Spatial Strategy: Statements. (5 Dec 2002)

Cyprian Brady: I wish to share time with Senator Ormonde.

Seanad: National Spatial Strategy: Statements. (5 Dec 2002)

Cyprian Brady: The fact I noticed straight away about the document is that it continues the theme, used some time ago, of putting people first. I welcome that. After people come places and then potential. The requirement for a spatial strategy is a clear indication that the policies pursued over the last number of years have succeeded and the growth in the main urban areas, while not without drawbacks, is...

Seanad: Order of Business. (10 Dec 2002)

Cyprian Brady: I warmly welcome the yesterday's announcement by the National Safety Council regarding the recent decline in fatalities on our roads. The NSC attributes this fall in the main to the introduction of the penalty points system. The Minister for Transport, Deputy Brennan, is to be commended on introducing the system. I ask the Leader to request that Departments of Transport and Justice, Equality...

Seanad: Planning and Development (Amendment) Bill, 2002: Second Stage. (10 Dec 2002)

Cyprian Brady: I welcome the Minister of State and congratulate the Minister, Deputy Cullen, and his Department on the production of the amendments to the original Bill. I am confident that the amendments, as framed, will boost the supply of social and affordable housing. The Government's record in the area of social and affordable housing speaks for itself. Following the changes to the first-time buyer's...

Seanad: Planning and Development (Amendment) Bill, 2002: Committee and Remaining Stages. (11 Dec 2002)

Cyprian Brady: I echo the sentiments expressed in regard to the voluntary housing sector. My experience of it is with Include, as is Senator Kitt's. It is probably one of the best organisations I have seen at work and it has co-operated extremely well with the local authority. I suggest that encouragement should be given to indigenous voluntary housing organisations. A number of such organisations are...

Seanad: Social Welfare Bill, 2002: Second Stage. (18 Dec 2002)

Cyprian Brady: Cuirim fáilte roimh an Aire agus déanaim comhgairdeas léi as ucht an Bhille seo, agus go háirithe as ucht na hoibre atá déanta aici go dtí seo. The past five years have seen a dramatic improvement in the provision of welfare services. Many of the major players in the area of social services, including those involved in social partnership, have admitted that the improvements have had...

Seanad: Social Welfare Bill, 2002: Second Stage. (18 Dec 2002)

Cyprian Brady: The purpose of the Bill is to protect the changes made in the past five years. It consolidates the excellent work done in that time. Many of the social partners admit this. It is frustrating to hear people bandy about figures regarding poverty and confuse consistent poverty with relative poverty. If one of the Smurfit family moves in next door, one's relative poverty rating will shoot through...

Seanad: Social Welfare Bill, 2002: Second Stage. (18 Dec 2002)

Cyprian Brady: The benefits that have accrued to the weaker sections of society can be seen by all. Everyone must at least begin to admit that progress has been made. There will always be more to do and Members on this side of the House admit that.

Seanad: Social Welfare Bill, 2002: Second Stage. (18 Dec 2002)

Cyprian Brady: The changes that have been made will be consolidated by this Bill. I commend the Minister and I commend the Bill. I will support it in every way I can.

Cyprian Brady: I live in one of the poorest parts of Dublin.

Seanad: Social Welfare Bill, 2002: Committee and Remaining Stages. (18 Dec 2002)

Cyprian Brady: It has proven successful in recent times.
