Cyprian Brady: I welcome the Minister's attempt to review the Act and wish him well.

Seanad: Election Expenses: Motion. (18 Jun 2003)

Cyprian Brady: Like Liberty Hall?

Seanad: Election Expenses: Motion. (18 Jun 2003)

Cyprian Brady: That is called politics.

Seanad: Order of Business. (19 Jun 2003)

Cyprian Brady: I would like to raise the serious issue of the alarming increase recently in the number of deaths from motorcycle accidents. Over the last weekend, for instance, there were two, if not more. I know the Minister for Transport has plans in this area and perhaps, through the Leader, we could ask him to come to the House in the near future to discuss them.

Seanad: Order of Business. (24 Jun 2003)

Cyprian Brady: I support Senator Fitzgerald on the issue of St. Mary's in Blackrock. The sisters have agreed that no changes will take place until an alternative is put in place. Furthermore, negotiations are continuing among the parents, the Rosminians and the Department regarding the centre of excellence. It would be premature to write it off at this stage.

Seanad: Council Regulation on Procedures for amending the Sirene Manual: Referral to Joint Committee. - Health Service Reform: Statements (Resumed). (25 Jun 2003)

Cyprian Brady: I welcome the Minister of State. I congratulate him and the Minister for Health and Children on the publication of two excellent reports. After 30 years, it is self-evident that the system of health service needs to change. Each year, €9.2 billion is spent on the service, which is the biggest public sector employer in the State. Nearly 1 million people were treated in acute hospitals last...

Seanad: Order of Business. (27 Jun 2003)

Cyprian Brady: I want to raise the important issue of the massive increase in the availability of illegal drugs in Dublin city. I attended another funeral last night, that of a 28 year old man who died tragically in Ballymun as a direct result of drug abuse. The rumour on the street is that he owed the dealer €200. This is a serious problem. There have been at least eight deaths in the past six weeks...

Seanad: Order of Business. (27 Jun 2003)

Cyprian Brady: We have called previously for a debate on this issue and such a debate should take place as soon as possible.

Seanad: Taxi Regulation Bill 2003: Second Stage. (27 Jun 2003)

Cyprian Brady: I welcome the Minister of State and I welcome the opportunity to speak on the Bill. I have a personal interest in the Bill, as my late father spent almost 30 years, which was a large proportion of his working life, in the taxi industry. The vast majority of taxi drivers are decent, hard-working and well-mannered people. The taxi profession has provided a good and efficient service over the...

Seanad: Taxi Regulation Bill 2003: Committee Stage. (1 Jul 2003)

Cyprian Brady: The vast majority of taxis are affiliated to companies and have radios with them. The amendment is unworkable. While they might be affiliated to companies they are individual businesses. A number of companies have monitoring systems where their computerised system shows where each taxi is located, when it is available and so on.

Seanad: Taxi Regulation Bill 2003: Committee Stage. (1 Jul 2003)

Cyprian Brady: The section makes it clear that it relates to a person who is convicted of a range of specified offences. The changes suggested by Senator Browne will not reinforce that in any way.

Seanad: Taxi Regulation Bill 2003: Committee Stage (Resumed). (1 Jul 2003)

Cyprian Brady: Now.

Seanad: Taxi Regulation Bill 2003: Report and Final Stages. (1 Jul 2003)

Cyprian Brady: Would it be possible to allow the Minister of State to respond to the points raised?

Seanad: Nuclear Safety: Motion. (2 Jul 2003)

Cyprian Brady: I formally second the motion and welcome the Minister to the House tonight to discuss this very important issue. For many years now we have listened to the lip service paid by the UK Government and BNFL to our concerns about the Sellafield plant and the ancillary activities carried out there. Not only our concerns but also those of the Scandinavian countries and the Isle of Man and others...

Seanad: Protection of the Environment Bill 2003 [Seanad Bill amended by the Dáil] : Report and Final Stages. (3 Jul 2003)

Cyprian Brady: I welcome the Minister to the House to discuss this extremely important legislation. I cannot understand why Senator Bannon feels there has not been adequate time to discuss the Bill when 40 hours have been devoted to it in both Houses. As the Minister pointed out, he has dealt in great detail with the main amendments and I have every confidence in the Members of the Dáil and in the...

Seanad: Benchmarking: Motion. (8 Oct 2003)

Cyprian Brady: I welcome the Minister to the House. I am happy to speak in support of the Government amendment. After many years of social partnership which have brought this country from the dire straits it was in during the 1970s and 1980s to its current position as one of the leading economic success stories in Europe and indeed the world, the benchmarking process which this Administration and the...

Seanad: Benchmarking: Motion. (8 Oct 2003)

Cyprian Brady: The strides made, particularly at management level, have resulted in a marked improvement in the delivery of services. There are obviously still some areas of concern.

Seanad: Benchmarking: Motion. (8 Oct 2003)

Cyprian Brady: In general the public has seen improvements on the ground.

Seanad: Benchmarking: Motion. (8 Oct 2003)

Cyprian Brady: The pragmatic decision taken in the year 2000 to progress the agreement, along with the excellent work of the benchmarking board, have resulted in a strong framework within which the public services can and will improve to a level which is appropriate to a modern progressive State. This Government is committed to following through on the commitments given by all parties to the agreement and...

Seanad: Benchmarking: Motion. (8 Oct 2003)

Cyprian Brady: In contrast, public service modernisation is at the heart of this Government's agenda.
