Ceisteanna - Questions - Priority Questions: Mental Health Services Funding (22 Oct 2015)

Colm Keaveney: Why was no specific funding commitment for mental health announced in budget 2016? A commitment of €35 million was expected but the programme provided for last week in the debate did not outline any budget funding for mental health. Perhaps the Minister of State would comment in this regard.

Ceisteanna - Questions - Priority Questions: Mental Health Services Funding (22 Oct 2015)

Colm Keaveney: This question arises out of an exchange between the Minister of State, Deputy Lynch, and the Minister, Deputy Varadkar, with Dr. Sara Burke at a recent press conference at which time the Minister, Deputy Varadkar, when asked about the mental health budget said that because it had not been decided yet and there were dynamic figures, they needed to work it out. He also said that they were...

Ceisteanna - Questions - Priority Questions: Mental Health Services Funding (22 Oct 2015)

Colm Keaveney: I thank the Minister of State for her reply. I do not blame her for the recruitment issue but somebody has to take responsibility for it. In the HSE service plan the recruitment of staff was deliberately time delayed because of cuts in mental health service budgets. The Minister of State cannot have it both ways. The difficulties in recruiting arose because somebody made a policy decision...

Colm Keaveney: No. That is scurrilous.

Financial Emergency Measures in the Public Interest Bill 2015: Second Stage (Resumed) (21 Oct 2015)

Colm Keaveney: Deputy Joe O'Reilly is somebody for whom I have great respect. He was one of the first Deputies who extended a hand of friendship to me and he has continued to do so since 2011. I do not want to single out Deputy O'Reilly's speech, but a significant emphasis has been placed here today on fairness. I do not hear about fairness, however, for the cancer patient who is receiving chemotherapy...

Assisted Decision-Making (Capacity) Bill 2013: Report Stage (Resumed) and Final Stage (21 Oct 2015)

Colm Keaveney: I acknowledge the work of the Minister of State and her officials. As she stated, this is complex and unattractive legislation. Getting one's head around it is difficult, but something good has happened today and we have taken a giant step in protecting vulnerable people who cannot protect themselves. In this legislation, we have done human rights a great justice. While the Bill is not...

Assisted Decision-Making (Capacity) Bill 2013: Report Stage (Resumed) and Final Stage (21 Oct 2015)

Colm Keaveney: To repeat what I understand, the compatibility of what we are trying to achieve is to take giant steps towards signing the UN Convention on the Rights of Persons with Disabilities. The spirit in which the amendment is tabled is provided for in this charter. I hope the Minister of State agrees this is how we see it. We should not get lost in translation on the amendment or the spirit in...

Assisted Decision-Making (Capacity) Bill 2013: Report Stage (Resumed) and Final Stage (21 Oct 2015)

Colm Keaveney: This means we must move on, trusting the legislation and, if need be, coming back to it and amending it. It should be organic and open to add on. If it ensures we as an Oireachtas complies with the UN convention, then we will have significant safeguards in the spirit of the legislation.
