Written Answers — Department of Environment, Community and Local Government: Shared Ownership Scheme (26 Jan 2016)

Michael Conaghan: 478. To ask the Minister for Environment, Community and Local Government if he will intervene to allow a person, who is part owner of a local authority house under the shared ownership scheme in which the person resides, to purchase the other half of the property from the local authority at today's market price. [3272/16]

National Tourism Development Authority (Amendment) Bill 2015: Second Stage (Resumed) (21 Jan 2016)

Michael Conaghan: I commend the Minister of State on his hard work in the Department. It is work that is being rewarded and noted across the country, particularly in the area of tourism where there has been a significant return to growth under his stewardship. This revival is positive. It is not confined to one place, one town, one city or one region, it is very diverse. That is one of the characteristics...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Zero-Hour Contracts: Discussion (19 Jan 2016)

Michael Conaghan: I welcome the Minister and his staff. It would be very difficult to overstate the significance of work. It bestows dignity on the individual, quite apart from wages, as a means of trying to satisfy the real needs of ordinary existence. It is, therefore, important that something as central as work in people's lives - their workplace arrangements - is not all in the hands of the employer....

Joint Oireachtas Committee on Education and Social Protection: School Meals Programme: Discussion (16 Dec 2015)

Michael Conaghan: Has the Department looked at similar schemes in other countries or considered using them as a reference point? Perhaps we could learn from the experience of other countries. England had a very good scheme years ago when I was teaching there, but I do not know if it is still in place. It was impressive in that it provided cooked meals at lunch time.

Committee on Education and Social Protection: Select Sub-Committee on Education and Skills: Estimates for Public Services 2015
Vote 26 - Education and Skills (Supplementary)
(8 Dec 2015)

Michael Conaghan: The SNA helps the teacher and the functioning of the classroom. Deputy O’Brien is right that SNAs have transformed classrooms. We should support this. The Minister is right to support this area in a practical way.

Committee on Education and Social Protection: Select Sub-Committee on Education and Skills: Estimates for Public Services 2015
Vote 26 - Education and Skills (Supplementary)
(8 Dec 2015)

Michael Conaghan: For a number of years the financial support to the schools for this category of work was not being delivered. What is happening now is that a catch-up is starting in terms of extra provision. There was a time when the assistance needed was not being provided in terms of SNAs.

Written Answers — Department of Arts, Heritage and the Gaeltacht: Heritage Schemes (8 Dec 2015)

Michael Conaghan: 54. To ask the Minister for Arts, Heritage and the Gaeltacht if there are proposals in place for Inchicore and Kilmainham to become an industrial heritage hub due to industrial revolution sites in the area; and if she will consider the area as a cultural and heritage hotspot to entice tourists to visit sites, parks and museums therein. [43505/15]

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Estimates for Public Services 2015
Vote 37 - Department of Social Protection (Supplementary)
(1 Dec 2015)

Michael Conaghan: The Tánaiste has made significant progress in the restoration of a whole range of payments in a very short timeframe, which the people on the street welcome. People in Ballyfermot have said to me that they did not expect an increase in their entitlements so quickly. It is appropriate that this is acknowledged and that the Tánaiste and her staff are commended in that regard.

Joint Oireachtas Committee on Education and Social Protection: National Council for Special Education: Chairperson Designate (25 Nov 2015)

Michael Conaghan: I welcome Mr. Stack. Historically, many children were lost, not only to the educational system but also during their entire adult lives to employment and being able to meet the ordinary needs of living because of lack of literacy. I was involved in teaching for 35 years. In that time there were no appropriate interventions designed or provided for. Teachers would go to Eason & Son...

Joint Oireachtas Committee on Education and Social Protection: National Adult Literary Agency: Discussion (25 Nov 2015)

Michael Conaghan: I welcome the guests. It struck me when I was listening to them that the provision of resources is not the only thing that is inhibiting participation. I appreciate that the provision of resources is a very big factor in the overall situation, but I think it is a bit more complex than that. I suggest that other factors, such as personal inclinations and dispositions, are inhibiting...

Joint Oireachtas Committee on Education and Social Protection: National Adult Literary Agency: Discussion (25 Nov 2015)

Michael Conaghan: When people are called in to be asked whether they are working or seeking work and are told they are obliged to find work, it should be suggested that another side of their lives should be improved. As much emphasis should be put on this as on the obligation to get a job.

Written Answers — Department of Environment, Community and Local Government: Housing Regeneration (17 Nov 2015)

Michael Conaghan: 577. To ask the Minister for Environment, Community and Local Government his views on the proposals for the refurbishment of the housing complex for elderly persons at Jamestown Court in Inchicore, Dublin 8, for which planning permission was granted by Dublin City Council in June 2015; and when the necessary sanction will be given to enable the refurbishment work to proceed. [40541/15]

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare Bill 2015: Committee Stage (11 Nov 2015)

Michael Conaghan: Is it the case that the Department is considering nurses having a rule in adjudicating on some of the illnesses or medical issues that somebody might have? Is that what we are discussing? I imagine the Department gave a lot of thought to an initiative like that. We could easily do nurses a disservice by assuming they might not be up to whatever task the Department envisages for them. I am...

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare Bill 2015: Committee Stage (11 Nov 2015)

Michael Conaghan: I do not understand, then.

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare Bill 2015: Committee Stage (11 Nov 2015)

Michael Conaghan: I can imagine the Department has looked into all the possibilities, difficulties and conflicts that might or might not arise and that it will avoid the situation Deputy Ó Snodaigh has described.

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare Bill 2015: Committee Stage (11 Nov 2015)

Michael Conaghan: The amendment would simply broaden the base of opinion the Department would have at its disposal.

Joint Oireachtas Committee on Education and Social Protection: JobBridge and the Youth Guarantee: National Youth Council, Ballymun Jobs Centre and Department of Social Protection (4 Nov 2015)

Michael Conaghan: There have been some very intemperate remarks in response to what speakers have said and some very negative criticism, which was unfair to the people here who have worked on this. I can imagine what has been involved as I have some experience of the local employment service having been involved in establishing one in Ballyfermot 15 or 20 years ago, which is now the local employment service...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Increasing Employment through Training: Innopharma Labs (3 Nov 2015)

Michael Conaghan: I apologise for being late. I missed part of the presentation. Innopharma Labs strikes me as a rather unusual company in that, in the first instance, it is a direct employer and obviously a successful one. However, alongside that, the company provides training programmes and work for unemployed people who may then leave the company and go and work with competitors. It strikes me as...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Increasing Employment through Training: Innopharma Labs (3 Nov 2015)

Michael Conaghan: Do many other companies adopt that approach?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Increasing Employment through Training: Innopharma Labs (3 Nov 2015)

Michael Conaghan: I thank Dr. Jones.
