Joint Oireachtas Committee on Disability Matters: Safeguarding: Safeguarding Ireland (21 Feb 2024)

Dessie Ellis: I thank Mr. Cavanagh for his input. As I listened to him speaking about the huge gaps, and when I looked at those gaps, it occurred to me that there are a lot of areas in question and there is a lot to do, whether that is through legislation, the HSE or An Garda Síochána. He said that abuse, exploitation and neglect of adults are happening on a daily basis and that is fairly...

Joint Oireachtas Committee on Disability Matters: Safeguarding: Safeguarding Ireland (21 Feb 2024)

Dessie Ellis: My own experience of the financial pressure people are put under is of people selling their homes and ending up homeless. It happens a lot more than people realise. They are put under awful pressure from family to sell the house and distribute the money among the family and then they end up in a terrible situation. I agree with Ms O'Connor that the financial aspect is major.

Dessie Ellis: Is the Tánaiste talking about section 31?

Housing and Homeless Prevention: Motion (Resumed) [Private Members] (23 Jan 2024)

Dessie Ellis: The homeless figures released before Christmas showed a shocking increase in both adult and child homelessness. They showed that there is no respite in the growing number of people becoming homeless. The reality is these figures do not reflect the true number of those who are in homelessness. These figures do not tell us how many people are couch surfing or how many rough sleepers there...

Investment Funds Trading in the Residential Property Market: Motion [Private Members] (17 Jan 2024)

Dessie Ellis: The latest housing scandal involves the bulk purchase of 85% of houses in Belcamp Manor. This is just another example of what is both an unacceptable practice and a kick in the teeth to those struggling to buy their own homes. The most recent homelessness figures show a record level of homelessness, with 13,500 people having been made homeless, over 4,000 of them children. Renters are...

Ceisteanna ó Cheannairí - Leaders' Questions (17 Jan 2024)

Dessie Ellis: Is it a mansion?

Joint Oireachtas Committee on Disability Matters: Planning for Inclusive Communities: Discussion (Resumed) (17 Jan 2024)

Dessie Ellis: I thank the witnesses for their contributions. We have had a lot of disability groups before the committee. From speaking to disabled persons organisations, DPOs, it appears that Ireland is not a good place to ask people with disabilities for their views. To fully implement the UNCRPD, there is a need for effective policy-making forums to be established to collaborate with people with...

Joint Oireachtas Committee on Disability Matters: Planning for Inclusive Communities: Discussion (Resumed) (17 Jan 2024)

Dessie Ellis: I do not know what way medical examinations take place when assessing housing. Dublin City Council takes a three-doctor approach. I will provide an example of something that I find frustrating. If a person who is down for a two-bedroom house is looking to get priority and that priority is a two-bedroom house, it is virtually dismissed because it is like for like and the medical element is...

Written Answers — Department of Employment Affairs and Social Protection: Public Sector Pay (17 Jan 2024)

Dessie Ellis: 889. To ask the Minister for Employment Affairs and Social Protection if she is aware that apart from some long service incremental increases for long-serving staff in 2017, staff in the Citizens Information Service have not received a wage increase since 2008 (details supplied); her plans to implement this recommended wage increase; the date for the implementation of same; and if she will...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (7 Dec 2023)

Dessie Ellis: It is just the like for like.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (7 Dec 2023)

Dessie Ellis: The co-ordinator of the Finglas and Cabra local drugs and alcohol task force, Mr. John Bennett, who did an enormous amount of work, passed away recently. A temporary co-ordinator has been put in place until the vacancy is filled. Due to the HSE embargo on recruitment, and budget restraints, the task force is unable to fill the position. This position needs to be filled as a matter of...

Joint Oireachtas Committee on Disability Matters: Planning for Inclusive Communities: Discussion (6 Dec 2023)

Dessie Ellis: I thank everyone for their input. I have listened to everything witnesses have said and I relate to a lot of what the witnesses are saying from my own experience. I have met a lot of people who are making housing applications, and the process of doing that varies between local authorities. How much help is available or how often do witnesses come across this issue? I have come across it...

Joint Oireachtas Committee on Disability Matters: Planning for Inclusive Communities: Discussion (6 Dec 2023)

Dessie Ellis: Regarding that point on the sensory issues, the local authorities do not plan for anyone who is looking for sensory facilities. Is that not correct? Certainly, my experience is that Dublin City Council does not. If you are looking for a sensory room or anything like that-----

Joint Oireachtas Committee on Disability Matters: Planning for Inclusive Communities: Discussion (6 Dec 2023)

Dessie Ellis: I am curious about the sensory rooms, which I spoke about with the Chair. I know Dublin City Council does not approve of sensory rooms, which seems strange to me, but it was pointed out that the local authority in Limerick does. Is that correct?

Joint Oireachtas Committee on Disability Matters: Planning for Inclusive Communities: Discussion (6 Dec 2023)

Dessie Ellis: Cork City Council, like Dublin City Council, does not. There are awful inconsistencies. I have another point. The bar seems to be set high in a lot of local authorities when it comes to medical issues. This is the case in particular for people with intellectual disabilities and mental health issues. The bar is so high for them to get places, and there are a lot of loops they have to jump...

Renters: Motion (Resumed) [Private Members] (5 Dec 2023)

Dessie Ellis: Renters' greatest concerns are security of tenure and affordable rents. In this dysfunctional rental market, during this rental crisis, neither of these concerns is realistically achievable. I regularly had people coming into my constituency office or ringing us to say they had been given notice to quit from their rental property. There is nowhere for them to go once they have vacated the...
