Disability Justice: Motion [Private Members] (17 Apr 2024)

Richard Boyd Barrett: I did not interrupt the Minister. The Government got a kicking in the recent referendum precisely for that reason. People with disabilities felt insulted, treated with contempt and ignored. They expected to be given rights in that referendum. My God, I certainly am not a fan, as I do not think anybody could be, of the previous constitutional wording, which did nothing for people with...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: I will just get my stuff.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: I move amendment No. 891: In page 403, line 6, to delete “a planning authority” and substitute “members of the relevant local authority”. Should I move the rest of the amendments in the grouping?

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: We want the housing strategy to be done by the members. That is what the amendment proposes. The housing strategy is critically important and we want to see local authorities take a much more proactive role in delivering housing, especially social and affordable housing and developing a strategy to do so. We want the members and not only the planning authority to be the ones who discuss...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: The Minister is saying that normally with plans or strategies the executive - the officials - will do a draft and the members will look at that and maybe amend it. There should be a consultation with the members and the members should set the broad parameters of the strategy. In Oireachtas committees, we discuss stuff. Some of the officials and the secretariat will write it up into...

Richard Boyd Barrett: That is helpful but if the Minister is in principle in agreement with-----

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: Then I agree with some of what you say. The bit I agree with is that under section 52 the elected representatives are allowed issue a direction to the chief executive regarding a housing development strategy.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: It says "issue no more than one direction", so it is limiting it for reasons-----

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: I understand what the Minister is saying. However, it seems that while this gets at what we are trying to do in the amendment to some degree, I am a little concerned that it is a bit limited and does not spell it out in the clearest terms possible. Perhaps the Minister can provide reassurance on this. I want the members to be involved in the discussion before the draft is developed and,...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: I have a final point. I do not want to labour this. Regarding the note to be provided to the committee, I ask the Minister to explain precisely the degree to which the public will be made aware that a housing strategy is being developed and to which they will have an ability to input into it and the role councillors will have in putting together the draft strategy.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: Sorry, just to clarify, regarding the housing strategy that is envisaged here, am I right in saying that it is a bit more than anything we have done before?

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: It is not.

Richard Boyd Barrett: The Minister will provide the notes on all of that.

Richard Boyd Barrett: It put people before profit.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: Yes. If I may, I will speak briefly to the Sinn Féin amendment, No. 895, as well as my own amendment.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: The amendment the Minister just responded on, amendment No. 895.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: This relates to the comments I made earlier. I brought the matter up in the Dail and I would like to hear about this from the Minister. Obviously, the amendment tabled by Deputy Ó Broin and other members of Sinn Féin is on the basis that he is not satisfied that the information of the housing needs demand assessment referred to by the Minister has adequate detail and specificity...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: I will, yes.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (17 Apr 2024)

Richard Boyd Barrett: Absolutely. I have made my point. I want to be certain that we are going to gather the information necessary to properly assess the needs and meet them in the strategy. We had a discussion on undue segregation because I had a related amendment earlier, but I wish to refresh the Minister's memory. "Undue segregation" is stated. There is no due segregation; segregation is wrong. It is a...
