Dara Murphy: I think a member of the public can make a complaint against the Commissioner, but the Minister for Justice and Equality is part of the process of the investigation. That is correct. To give the Deputy a more complete answer, the issue of the Minister's consent is being dealt with by later amendments which are before us.

Dara Murphy: The Minister for Justice and Equality has a role in the process. This has been discussed at some length. It is important to acknowledge that there will be a reporting structure in place to give a rationale to the process. When a complaint is brought, there must be a reason for the complaint and a reason must also be given as to why the complaint is not being taken on by the Minister.
