Written Answers — Department of Health: Voluntary Sector Funding (27 Nov 2012)

Ann Phelan: To ask the Minister for Health if he will provide details of all of the voluntary organisations here in receipt of grants under Section 39 of the Health Act; if he will indicate the hierarchy of such organisations and the amount the chief executive officers or equivalent are receiving in salaries per annum; if he intends to question these salary levels in the public interest; and if he will...

Written Answers — Department of Transport, Tourism and Sport: Air Services (27 Nov 2012)

Ann Phelan: To ask the Minister for Transport, Tourism and Sport his views on the withdrawal, by Aer Lingus of its services, provided in this instance by its subsidiary, Aer Arann, to the UK airports, London Luton, London Southend, and Manchester from Waterford Airport (details supplied); and if he will make a statement on the matter. [52561/12]

Committee on Transport and Communications: Select Sub-Committee on Transport, Tourism and Sport: Estimates for Public Services 2012
Vote 31 - Department of Transport, Tourism and Sport (Supplementary)
(27 Nov 2012)

Ann Phelan: Members will have to excuse my ignorance, but I need an explanation of what a CPH unit is. If it is giving rise to increased energy bills at the National Aquatic Centre, how will it continue into the future? On timely drawdowns by sporting bodies, I know of sporting organisations that were allocated national lottery money but were never able to draw it down. Would it not be better to give...

Joint Oireachtas Committee on Transport and Communications: NRA and RPA: Discussion with Chairman Designate (28 Nov 2012)

Ann Phelan: I thank Mr. O'Rourke for his contribution. His curriculum vitae is very impressive. What impact are the motorways having on the rail network? It seems to be much easier to access the major cities by motorway. It also seems to be a disincentive to use a train. Were motorway traffic projections over-egged, so to speak? I have a question about the issue of climate change and our carbon...

Joint Oireachtas Committee on Transport and Communications: Wicklow Port Company: Discussion with Chairman Designate (28 Nov 2012)

Ann Phelan: I am delighted that the port chairman is so prudent with the company's money. If he had been an adviser to the previous Government, we might not be in our current position. I understand how difficult it is for small ports, given my knowledge of New Ross and Waterford ports. It is a challenging time for them to seek new business. Is it correct that the port's pension scheme has no effect...

Report of the Expert Group on the Judgment in the A, B and C v. Ireland Case: Statements (Resumed) (6 Dec 2012)

Ann Phelan: I will not need much time because I will not repeat what has been said by other Deputies. I am grateful for the opportunity to speak on one of the most important complex and sensitive issues in the State. We must try to grapple with this legislation and deal with it. I support my colleague. The speech made by the United States Secretary of State, Ms Hillary Clinton, today was...

Joint Oireachtas Committee on Transport and Communications: Editorial Review of The Frontline Presidential Debate: Discussion with RTE (12 Dec 2012)

Ann Phelan: I welcome the delegation from RTE. I do not have a question but I wish to comment. There seems to have been at the very least a lack of professionalism on the night. It is most unfortunate that contained in the report is the admission that a significant omission was that certain questions were not posed to Michael D. Higgins, who I think would have risen to the challenge. To assert that...

Topical Issue Debate: Tobacco Control Measures (13 Dec 2012)

Ann Phelan: I thank the Ceann Comhairle for allowing me to raise this important matter. According to ASH Ireland, the prevalence of smoking in this country stands somewhere between 26% and 29%. While the position in this regard is better than it was a generation ago, when nearly half of the population smoked, the figure remains high, particularly in comparison to that in places such as California where...

Topical Issue Debate: Tobacco Control Measures (13 Dec 2012)

Ann Phelan: I thank the Minister of State for his reply and highlighting the various rules which apply. I remain of the view that this is an area in which we should do a great deal more work, particularly as the benefits for Ireland and other member states would be very significant. It is stated one's health is one's wealth. If we can help people to stop smoking, we will have done a great deed....

Topical Issue Debate: Tobacco Control Measures (13 Dec 2012)

Ann Phelan: I thank the Minister of State for his very positive response to this issue. I take the point about the 9% VAT rate and the 13.5% VAT rate. Anything that could be done to lower the rate to encourage people to quit the smoking habit would be welcome. I will pursue the issue with the Minister for Health.

Written Answers — Department of Education and Skills: Student Assistance Fund (16 Jan 2013)

Ann Phelan: To ask the Minister for Education and Skills following his recent announcement that an additional €3m is being allocated to the student assistance fund, if he will outline if this is being administered by the Higher Education Authority; if so, the way funding is being allocated per college/university as part of the SAF and the way a college will apply for funding for SAF if their...
