Seanad: Rural Development Policy: Statements. (18 Feb 2003)

John Paul Phelan: I agree with much that Senator White and many other Senators have said. I welcome the Minister to the House. He has an important portfolio and I wish him well. Like most of the other speakers, I have been encouraged by what the Minister has said since he took office. His heart is in the right place and he is a man who knows what rural affairs are all about.

Seanad: Capital Acquisitions Tax Consolidation Bill 2002: Report and Final Stages. (18 Feb 2003)

John Paul Phelan: I welcome the Minister of State at the Department of Finance, Deputy Parlon, to the House. I welcome this Bill but I have a concern in regard to the area of penalties for breaches of the legislation. I understand that the penalty for failure to make a return will be only €2,500 and if somebody makes a fraudulent return it will be about €6,000 or €7,000. Those sums are not significant...

Seanad: Finance and Related Matters: Statements. (18 Feb 2003)

John Paul Phelan: Most of what I wish to say on this topic has been said already. I was particularly taken by Senator Quinn's contribution and I agree with most of his speech. The wide divergence of views expressed in this debate shows that economists have a difficult job because they must study a problem from many different perspectives before making a decision.

Seanad: Finance and Related Matters: Statements. (18 Feb 2003)

John Paul Phelan: Many Senators have mentioned social partnership, from which nobody can doubt that we, as a nation, have benefited tremendously since it was introduced. I was particularly taken by the contribution of Senator Minihan and that of the Minister of State, a party colleague of his. I was also interested in the comments of the Tánaiste in regard to the current social partnership agreement. The...

John Paul Phelan: Many speakers have referred to the role of the Progressive Democrats, in particular, and the awkward position in which they find themselves in regard to the legislation. Others have referred to the Minister for Justice, Equality and Law Reform, Deputy McDowell, who prior to the general election climbed all the lamp posts in his constituency of Dublin South-East and further afield to put up...

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

John Paul Phelan: He was not even a member of the Progressive Democrats at the time he launched his wish list; he wanted to be party president and change the name of the party to the Radical Party. He said they had to be either radical or redundant. He is now redundant.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

John Paul Phelan: The Minister of State will be getting his redundancy papers in the near future – the sooner the better. I read some of the contributions to the debate on the original Act. There was a very interesting statement by Deputy O'Dea, now Minister of State at the Department of Justice, Equality and Law Reform. He was once famously described as Mighty Mouse in Limerick and a church mouse in Dublin....

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

John Paul Phelan: I am glad Senator Leyden brought up that issue, something that is creeping into many aspects of public life. At the council in Kilkenny Fianna Fáil forced through proposals with the help of its Independent allies which will result in people having to pay a fee to apply for the disabled person's grant. Fine Gael opposed this move vehemently. I also strongly object to the possible introduction...
