Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2018
Vote 35 - Army Pensions (Supplementary)
(29 Nov 2018)

Seán Barrett: I would like to join in the Chairman's remarks. One of the nicest experiences I had in my 37 years in public life was the short term I spent as Minister for Defence. It is a unique position and very rewarding, dealing with people who are always very committed to what they are doing. Like everywhere else in life there is the odd bad apple but as a force they are tremendous and they...

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2018
Vote 27 - International Co-operation (Supplementary)
(29 Nov 2018)

Seán Barrett: Vast sums are being spent in these parts of the world. I switch on my television and see horror and I ask myself where all this money is going and where is the co-operation to tackle this. There is a flood of people leaving Nigeria to go elsewhere. All this becomes frustrating. One could-----

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2018
Vote 27 - International Co-operation (Supplementary)
(29 Nov 2018)

Seán Barrett: But it is not just that. If we put another €1 billion in annually, if we had it, what would it do? I am not criticising the Minister of State or the officials, but we do not seem to be getting on top of these horrible scenes that we see on television, and the poverty present in various parts of the world. There is a lot of talk. We could have a greater combined effort, say a...

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2018
Vote 27 - International Co-operation (Supplementary)
(29 Nov 2018)

Seán Barrett: I am not disillusioned. I am referring simply to all the effort I have seen in the 37 years since I was elected. I have heard about the very powerful role Ireland plays as a small country. It has done an enormous amount of good throughout the world. I am just saying, however, that when one switches on one's television, one wonders whether we are standing still or making improvements.

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2018
Vote 27 - International Co-operation (Supplementary)
(29 Nov 2018)

Seán Barrett: I would love if we could at some stage have an open session here to discuss policy rather than just deal in terms of-----

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2018
Vote 27 - International Co-operation (Supplementary)
(29 Nov 2018)

Seán Barrett: Yes, rather than to deal with it only when the Estimates are before us. A discussion about our role and the things we want to do would be appreciated.

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Returning Irish Emigrants: Discussion (29 Nov 2018)

Seán Barrett: Has there been a noticeable increase in the number of people seeking the assistance of our guests' organisations as a result of Britain exiting the EU? Have they noticed any significant change in that regard? Is there a level of fear regarding what will happen?

Select Committee on Foreign Affairs and Trade, and Defence: Partnership and Co-operation Agreement between the European Union and Republic of Kazakhstan: Motion (23 Oct 2018)

Seán Barrett: I thank the Minister of State for her presentation. Places like Kazakhstan are important, not alone in trade terms, but also in our contact with that part of the world. We need to think beyond the pale when we look at what will happen with Britain exiting the EU. We have to be very conscious that we are going to end up as an island nation, stuck out in the Atlantic with no near neighbour...

Select Committee on Foreign Affairs and Trade, and Defence: Partnership and Co-operation Agreement between the European Union and Republic of Kazakhstan: Motion (23 Oct 2018)

Seán Barrett: One of the most important points raised in the papers before us is that point 13 calls on the EU to prioritise consistently the issues of the rule of law, democracy, fundamental freedoms and human rights in its political dialogue with Kazakhstan. The more we get involved and pursue that sort of programme through the EU, the greater the chances of getting the changes we are looking for. If...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Foreign Affairs Council – Defence, and Related Matters: Minister of State at the Department of Defence (18 Oct 2018)

Seán Barrett: I apologise for being delayed, I was in a meeting. Thankfully, due to the current state of the economy and the demands that are on everybody, it is only natural that the Defence Forces will suffer in being able to recruit the necessary number and quality of people that it wishes to have. That is a fact and the fact that X number apply and B number turn up for interview is part and parcel of...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Implementation of Sustainable Development Goals and Future of EU Development Funding: Discussion (4 Oct 2018)

Seán Barrett: One of the most important recommendations made is that this committee should have a strong oversight role in calling on the Department of Foreign Affairs and Trade to, at a minimum, meet the committee once a year. This is a problem generally. I do not think the public are fully aware of the large sums of money being spent, that they are being spent by somebody else and that we do not get a...
