Questions on Promised Legislation (18 Jan 2017)

Seán Barrett: We have overexpenditure of €782 million. Will the Taoiseach establish a small committee with representatives from the committees on budgetary strategy and health to report within three months on the exact reason, and I mean the exact reason, for overexpenditure of €782 million? Give the committee three months to examine in detail every single cent to find out what is going on...

Written Answers — Department of Transport, Tourism and Sport: Road Traffic Legislation (17 Jan 2017)

Seán Barrett: 1527. To ask the Minister for Transport, Tourism and Sport if the legislation requiring cyclists to use cycle lanes at all times at locations they are available was amended; and if so, the amendments made to the original legislation. [41084/16]

Ceisteanna - Questions: EU Meetings (14 Dec 2016)

Seán Barrett: Would the Taoiseach agree that there is a need for a European decision so a company such as Setanta, which is registered in Malta but has never traded there, can gain access to the European Union without any record?

Ceisteanna - Questions: EU Meetings (14 Dec 2016)

Seán Barrett: Would the Taoiseach agree that there should be an immediate amendment to provide that companies must be trading in the country in which they are registered before they are allowed to trade in other European countries? I do not know whether the Taoiseach saw the recent television programme on the Irish Naval Service. It covered the exercise in the Mediterranean Sea in which the Irish...

Committee on Budgetary Oversight: EU Directorate-General Economic and Financial Affairs: Discussion (6 Dec 2016)

Seán Barrett: Mr. Martínez Mongay spoke about the weakness of the pound but what about the weakness of the euro? He has not commented on the disaster that has happened in Italy, one of the largest member states, and the general sense that the euro is under serious threat. We are talking as if the euro is very strong and the only weakness is sterling, but I am surprised no comment has been made about...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Situation in Syria: Discussion (1 Dec 2016)

Seán Barrett: I want to hear the replies to those questions first.

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Situation in Syria: Discussion (1 Dec 2016)

Seán Barrett: What is Mr. Yassin-Kassab's view on the future governance of Syria? We have identified all the problems. I have spoken out against Russia's involvement. Do people have proposals about Syria's future governance? We cannot let it go on. Regardless of whether I like it, Assad is still in place and he obviously has support. We keep talking about tragedies and I, like Mr. Yassin-Kassab,...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Situation in Syria: Discussion (1 Dec 2016)

Seán Barrett: Yes, they will do more. I agree with all of that, but what are we doing about it? How can we go about doing something? How can a small country like Ireland play its part? I do not agree with certain elements but I like to listen to people, make up my own mind and form an opinion. Does Mr. Yassin-Kassab have a proposal we could consider and perhaps progress discussions or whatever....

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Situation in Syria: Discussion (1 Dec 2016)

Seán Barrett: In case I am misunderstood, the point I am trying to make is that, whether I or Mr. Yassin-Kassab or anybody else likes it or not, Assad is in place. Therefore, does Mr. Yassin-Kassab not agree - or does he disagree - that Assad must be involved in any attempt to start negotiations?

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Situation in Syria: Discussion (1 Dec 2016)

Seán Barrett: That is all I wanted-----

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Situation in Syria: Discussion (1 Dec 2016)

Seán Barrett: I am trying to find a way forward and to learn from people such as Mr. Yassin-Kassab and others. He knows more about the local scene than I do, to be frank and honest with him. It is a matter of trying to get to a point at which somebody must say or try to do something to commence some sort of negotiations, whether with the United Nations or any other body. As Mr. Yassin-Kassab said, this...

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2016
Vote 35 - Army Pensions (Supplementary)
Vote 36 - Defence (Supplementary)
(30 Nov 2016)

Seán Barrett: I hope that in any discussions at Government level, the Department of Defence is fully represented regarding anything to do with Brexit. People can conveniently forget that the Defence Forces have a huge part to play in the Brexit situation. It is very important that they be represented at a very high level.

Vote 35 - Army Pensions (Supplementary)
Vote 36 - Defence (Supplementary)
(30 Nov 2016)

Seán Barrett: Surely, the Government could take a decision to issue an instruction that these matters must be replied to within a certain time limit. It should not be at the whim of An Garda Síochána to decide when it replies and gives information that is necessary for other people to take up employment.

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2016
Vote 35 - Army Pensions (Supplementary)
Vote 36 - Defence (Supplementary)
(30 Nov 2016)

Seán Barrett: It seems that nobody can do anything about it.

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2016
Vote 35 - Army Pensions (Supplementary)
Vote 36 - Defence (Supplementary)
(30 Nov 2016)

Seán Barrett: I welcome the Minister of State. What work, if any, has been done on Brexit and how will it affect the patrol of our waters? What extra equipment, such as ships, will be required? What preparation work is being carried out? While I welcome the very valuable work that has been done in the Mediterranean, it obviously puts a strain on minding our waters in respect of illegal fishing. What...

Written Answers — Department of Justice and Equality: Property Issues (29 Nov 2016)

Seán Barrett: 103. To ask the Minister for Justice and Equality if she will establish a property court to deal with all property matters, including commercial property, which would include eviction proceedings, rights of appeal, judgment proceedings, arbitration and so on; and if she will make a statement on the matter. [37063/16]

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2016
Vote 28 - Foreign Affairs and Trade (Revised)
(24 Nov 2016)

Seán Barrett: I join other members in welcoming the Minister of State and his officials. I have a few points that I wish to make, particularly about the passport service. Is it possible to indicate to us in writing, rather than verbally, who is entitled to a passport? There is confusion about whether a person who is a first or a second cousin may be entitled to a passport. The service provided by the...

Select Committee on Foreign Affairs and Trade, and Defence: Estimates for Public Services 2016
Vote 28 - Foreign Affairs and Trade (Revised)
(24 Nov 2016)

Seán Barrett: I am big into our status as a neutral country. I do not think we sell it enough and I do not think we make people conscious of the value of our neutrality. There is need for greater effort on the part of the Department, perhaps by way of statements, on what it means to be neutral and the value of being linked to the United Nations and so on. There are constant attempts to drag us, one way...

Finance Bill 2016: Report Stage (Resumed) and Final Stage (23 Nov 2016)

Seán Barrett: It is Report Stage of the Bill. The Deputy should know the rules.

Written Answers — Department of Communications, Energy and Natural Resources: Alternative Energy Projects (22 Nov 2016)

Seán Barrett: 516. To ask the Minister for Communications, Energy and Natural Resources his plans to introduce a system of feed-in tariffs for photoelectric produced power; and if he will make a statement on the matter. [35945/16]
