Seán Barrett: It should be embedded in the legislation. We automatically opt for imprisonment instead of asking in some cases for community service. I appreciate that the Minister is new in the Department and did not have the opportunity of considering this on the initiation of the Bill. The penalty is simply copied from every other Bill.
