Seanad: Digital Hub Development Agency Bill, 2002: Committee Stage (Resumed). (20 Nov 2002)

Feargal Quinn: I am tempted to press the amendment and call a vote that we would not win, but then we would be unable to discuss it on Report Stage. I will not press it on this occasion because I want the Minister to think it over and discuss it with his colleagues. The advice he will get is that this is over the top. Senator Ryan has given solid reasons it should not apply in other State agencies and the...

Seanad: Digital Hub Development Agency Bill, 2002: Committee Stage (Resumed). (20 Nov 2002)

Feargal Quinn: I move amendment No. 36: In page 22, subsection (1), line 41, to delete "30 June" and substitute "31 March". We should be grateful for small mercies. When I came into this House ten years ago, Ministers fought tooth and nail against the notion that any time limit should be placed on the preparation of a State body's report. I remember looking for the previous year's RTÉ report on 1 December...

Seanad: Digital Hub Development Agency Bill, 2002: Committee Stage (Resumed). (20 Nov 2002)

Feargal Quinn: I thank the Minister and look forward to seeing the result. I understand his point. Amendment, by leave, withdrawn. Amendment Nos. 37 and 38 not moved. Section 33 agreed to. SECTION 34.

Seanad: Digital Hub Development Agency Bill, 2002: Committee Stage (Resumed). (20 Nov 2002)

Feargal Quinn: I move amendment No. 39: In page 23, line 12, before "The Agency" to insert "(1)". The purpose of this amendment is to stamp out once and for all a practice that is definitely not in the public interest. When we set up a State body of any kind, the task we have set it is one which would be better done outside the framework of central government. We create State agencies to do specific jobs...

Seanad: Digital Hub Development Agency Bill, 2002: Committee Stage (Resumed). (20 Nov 2002)

Feargal Quinn: The Minister has made a case that I understand and I can see there are exceptions. My amendment had the effect of drawing to his attention the concerns about appointing consultants to do the work which has happened on occasion. I accept it is probably too broad and that the Minister's explanation is correct. I urge him to take it into account with a view to finding a better way to solve the...

Seanad: Northern Ireland: Statements. (20 Nov 2002)

Feargal Quinn: I wish to share time with Senator Ross.

Seanad: Northern Ireland: Statements. (20 Nov 2002)

Feargal Quinn: I welcome the Taoiseach. I have only one sister, who is the mother of seven children. On 12 July some 30 years ago I had to knock on her door and tell her that her husband had just been shot dead. Anybody who has had to go through that experience would be very careful about the words they use and actions they take. This has happened on all sides in the intervening 30 years. With the...

Seanad: Book of Estimates, 2003: Statements. (21 Nov 2002)

Feargal Quinn: I wish to share my time with Senators Norris and Ross. I welcome the Minister of State. The Minister for Finance's paper and his speech were very interesting. I agree with much of it, particularly when he said that the Government has the courage to make difficult choices. I will concentrate on the areas where I disagree with the Minister. Margaret Thatcher said that there was no alternative...

Seanad: National Tourism Development Authority Bill, 2002: Second Stage. (27 Nov 2002)

Feargal Quinn: I wish to share my time with Senator Norris.

Seanad: National Tourism Development Authority Bill, 2002: Second Stage. (27 Nov 2002)

Feargal Quinn: I welcome the Minister. I also welcome the Bill and wish the new agency, Fáilte Ireland, every success. I am delighted to have a chance to speak on the Bill. I come from a hotel business background. Members, therefore, will have a job to stop me talking about this sector, about which I am so enthusiastic. I am also enthusiastic about the commitment of the Minister for Arts, Sport and...

Seanad: National Tourism Development Authority Bill, 2002: Second Stage. (27 Nov 2002)

Feargal Quinn: I will give Senator Norris four or five minutes. I do not believe the boom will continue. What happened in 2001 in New York and this year in Bali or whatever other calamity may befall us in future, this is not just a blip on a steadily rising curve. It marks a change in the development of world tourism and we must plan for that change rather than hope it will disappear. Tourism will continue...

Seanad: Overseas Development Aid: Motion. (27 Nov 2002)

Feargal Quinn: I thank Senator Henry for putting down the motion and I have much pleasure in seconding it. Senator Henry concentrated on the area of health, in which she has so much expertise, but I intend to touch on the areas of food and trade with which I am more familiar. The motion contains the words "monetary and otherwise" in terms of aid to developing countries. We often talk about financial aid for...

Seanad: Order of Business. (3 Dec 2002)

Feargal Quinn: Will the Leader clarify whether it is intended to take only Committee Stage of the National Tourism Development Authority Bill this afternoon, not Report and Final Stages? We have tried over the years in this House to establish a policy of not rushing through Committee and Report Stages together. I gather the Leader did not say what was planned, but I hope that the standards of the House will...

Seanad: Digital Hub Development Agency Bill, 2002: Report and Final Stages. (3 Dec 2002)

Feargal Quinn: Like Senator Ryan, I have no problem with the actual wording of the electronic terms. The area of which I am not sure is that mentioned by Senator Ryan. My intention all along was to make sure that it would be possible to have any of these details electronically published, but also to compel publication under certain circumstances. This is not dealt with in this section or in amendments Nos....

Seanad: Digital Hub Development Agency Bill, 2002: Report and Final Stages. (3 Dec 2002)

Feargal Quinn: Senator Ryan and I do not always agree, but I appreciate his intention. I understand the Minister's worthy intention, which concerns a commercial arrangement. However, the point Senator Ryan makes is that unless the Bill mentions a commercial arrangement, the subsection could be abused. Will the Minister put our minds at rest in this regard?

Seanad: Digital Hub Development Agency Bill, 2002: Report and Final Stages. (3 Dec 2002)

Feargal Quinn: I second the amendment.

Seanad: Digital Hub Development Agency Bill, 2002: Report and Final Stages. (3 Dec 2002)

Feargal Quinn: I move amendment No. 12: In page 9, between lines 1 and 2, to insert the following: "(a) publish the draft development plan by electronic means;" I have already spoken on this issue and the Minister has given me his views. Approximately eight or nine amendments have been tabled. Similar amendments were accepted to other Bills. It seems a shame not to accept them to this Bill. The intention is...

Seanad: Digital Hub Development Agency Bill, 2002: Report and Final Stages. (3 Dec 2002)

Feargal Quinn: I accept the Minister is trying to be as helpful as he can. Amendment No. 4 uses the word "includes". It does not stipulate that the agency must do that. "Includes" could refer to print, radio or many other things and it will not be possible to take a case against this body if it published in paper form rather than on the Internet in the hopes that it would be seen in that medium, but not...

Seanad: Digital Hub Development Agency Bill, 2002: Report and Final Stages. (3 Dec 2002)

Feargal Quinn: I move amendment No. 13: In page 9, line 16, after "writing" to insert "or by electronic means".

Seanad: Digital Hub Development Agency Bill, 2002: Report and Final Stages. (3 Dec 2002)

Feargal Quinn: I move amendment No. 15: In page 9, line 36, to delete "6 months" and substitute "3 months". In my documentation amendment No. 15 does not have my name on it; it has an asterisk which suggests it is a Government amendment. I was going to congratulate the Minister on introducing it.
