Diarmuid Wilson: To be clear on this, I was of the understanding that any documentation, including text messages to do with official Government business, whether it was conducted by email, on one's phone or by any other means, in writing, email, etc., was to be retained. Is the Minister saying to us now that he is not doing that given all that we have come across in recent weeks?
