Alex White: ...they serve and provide additional value to them, most particularly in the area of local reporting. In terms of funding for community broadcasters, a proportion of the television licence fee monies are made available to commercial and community broadcasters through the Broadcasting Funding Scheme, as provided for under Part 10 of the Broadcasting Act 2009. The purpose of this Scheme,...

Seanad: Broadcasting and Media in Ireland: Statements (7 Oct 2015)

Alex White: ...to the role of the public service broadcaster. The Act subjects the public service broadcasting corporations to a range of additional requirements in their pursuit of these objects. Licence fee funding for public broadcasting provides an independent and reliable income which allows the two public service broadcasters to meet their public service objectives with a high level of editorial...

Seanad: Broadcasting and Media in Ireland: Statements (7 Oct 2015)

Alex White: .... There are no issues that are off the table or that cannot be debated. However, and Senator Mulcahy probably put this at its sharpest, the notion that one would remove or abolish the licence fee and take away public funding for public service broadcasting has not been widely canvassed over the years. It is an argument the Senator is entitled to bring into the debate.

Seanad: Broadcasting and Media in Ireland: Statements (7 Oct 2015)

Alex White: ...we associate with public service broadcasting and all the things we expect from it. However, it must be funded in some way. The method of funding in this country is through a television licence fee. It is already an anachronism, because there is no radio licence. However, consider how enormously the world has changed since the 1960s and even since the introduction of commercial radio...

Seanad: Broadcasting and Media in Ireland: Statements (7 Oct 2015)

Alex White: ...could be reduced. The other option is whether there are ways of channelling more money to the commercial broadcasters. This is where we get to the proposal or argument that more of the licence fee should go to the local radio stations. There is a conceptual problem here and a definitional one in respect of public service broadcasting and what it constitutes. We have been arguing about...

Seanad: Broadcasting and Media in Ireland: Statements (7 Oct 2015)

Alex White: I can take it there is consensus on there being no interest in the licence fee increasing. That being the case, therefore, the pot of funding is a limited one, until such time as we manage to enhance compliance and bring in more money.

Alex White: ...the additional items that make up the gap between the €27 million cost of the contract and the €38 million figure provided by the Comptroller and Auditor General. That explains the difference between the two figures. On the licence fee, we all have our views on value for money for the licence fee. To return to the measurement of outputs and the need to be objective...

Joint Oireachtas Committee on Transport and Communications: Estimates for Public Services 2015: Vote 29 - Communications, Energy and Natural Resources (7 Oct 2015)

Alex White: .... However, we have never before contemplated - I respect the fact that some members are proposing do so now and I do not want to paraphrase them - the redistribution, as it were, of the licence fee across the board to the commercial sector as well as the public sector. To do so would, at a minimum, be problematic for the following reason, unless someone has a better or different...

Joint Oireachtas Committee on Transport and Communications: Estimates for Public Services 2015: Vote 29 - Communications, Energy and Natural Resources (7 Oct 2015)

Alex White: Exactly, but on the question of the licence fee and the stock amount of funds that are there, if one was to introduce legislation to ensure the regulator was funded directly from the licence fee, as matters currently stand and short of all the things we need to do to improve compliance, one would have to increase the licence fee.
