Joanna Tuffy: Obviously, last week's debate had nothing to do with Mr. David Begg. There is a practice in the Dáil of not speaking about somebody outside the Houses who is not there to defend himself or herself. I do not like to see the Dáil used in that way. It relates to the issue of privilege.
