Noel Treacy: The Palestinian people should not face the prospect of a humanitarian crisis because of the reluctance of their Government to accept its responsibilities and adhere to the basic rules of the peace process. In recent years, overall assistance to the Palestinians from the EU has amounted to around €500 million per annum.
