British-Irish Agreement (Amendment) Bill 2006 [Seanad]: Second and Subsequent Stages (5 Dec 2006)

Noel Treacy: I thank all Deputies for their co-operation in facilitating the passage of this Bill and, in particular, for their encouraging and positive comments on Northern Ireland affairs. As political representatives of all the parties and groupings in this House, they clearly reflected the unity of purpose in all our collective efforts to promote North-South co-operation and enhance peace and...

British-Irish Agreement (Amendment) Bill 2006 [Seanad]: Second and Subsequent Stages (5 Dec 2006)

Noel Treacy: It is not that simple. Any project we put forward must have the full agreement and co-operation of every party involved, democracy must prevail and a consensus achieved with a positive long-term impact. I welcome the support for the legislation which secures the future of the special EU programmes body in managing the next round of EU cross-Border funding. I thank the House for its...

British-Irish Agreement (Amendment) Bill 2006 [Seanad]: Second and Subsequent Stages (5 Dec 2006)

Noel Treacy: I move: "That the Bill be now read a Second Time." Is cúis áthais dom an Bille tábhachtach seo a chur faoi bhráid na Dála. The British-Irish Agreement (Amendment) Bill 2006 comprises a short technical amendment to the British-Irish Agreement Act 1999. The amendment concerns one of the North-South bodies, namely the Special EU Programmes Body, SEUPB, which was established to manage the...

Seanad: Tax Code: Motion (29 Nov 2006)

Noel Treacy: Is cúis áthais dom a bheith ar ais aríst chun cuidiú leis an díospóireacht thábhachtach seo faoi chód cánachais na tíre, agus go háirithe faoin dleacht stampála. Molaim gach aon Seanadóir a ghlac páirt sa díospóireacht. I am pleased to have the opportunity to contribute to the debate on the Government's tax policy and its record on taxation. The Government's approach to tax...

Seanad: Tax Code: Motion (29 Nov 2006)

Noel Treacy: Prior to entering the Dáil, I spent 15 years as a financial services manager and a property marketing officer in a company. I know the market well. We were inflating the price of property for unfortunate first-time purchasers and we took the right action.

Seanad: Tax Code: Motion (29 Nov 2006)

Noel Treacy: There has been greater choice in the market as a result of the action. Senator Brian Hayes stated that we were tampering with the market in that people who want to trade up will not buy because of "pathetic interventions", but that is not supported by the market or the returns. Mobility in the market has never been greater and the number of houses traded has never been better. The facts...

Seanad: British-Irish Agreement (Amendment) Bill 2006: Second Stage (29 Nov 2006)

Noel Treacy: I thank Senators for their positive, open, fair, even-handed and focused contributions to this important Bill. Northern Ireland is probably the most important issue on the island and I value the singular commitment of Senators to ensuring that we treat the matter in a fair, even-handed and sensitive manner. The Government salutes the House in its commitment to the efforts made by both...

Seanad: British-Irish Agreement (Amendment) Bill 2006: Second Stage (29 Nov 2006)

Noel Treacy: Today is the 31st anniversary of John Francis Hayes who was killed by the bomb at Dublin Airport on 29 November 1975. Our thoughts are with his family and the families of all the victims. The issue of collusion haunts our efforts to deal with the past. It is an issue which the Government has raised persistently with the British Government. We will, of course, raise the issues in this...

Seanad: British-Irish Agreement (Amendment) Bill 2006: Committee and Remaining Stages (29 Nov 2006)

Noel Treacy: Officials in the Department of Finance have informed me that an audit conducted by the European Commission concluded that the fund was one of the most efficient of these bodies, taking into account the complex environment in which it operates, the disparate range of bodies with which it must deal and the value for money it delivers. I am sure a report is available on the matter.
