Seanad: Immigration Bill 2002: Report Stage (Resumed) and Final Stage. (4 Feb 2003)

Sheila Terry: I will be guided by the Minister's views and ask him to act in the way he has outlined. Amendment, by leave, withdrawn.

Seanad: Immigration Bill 2002: Report Stage (Resumed) and Final Stage. (4 Feb 2003)

Sheila Terry: I second the amendment.

Seanad: Immigration Bill 2002: Report Stage (Resumed) and Final Stage. (4 Feb 2003)

Sheila Terry: I second the amendment.

Seanad: Immigration Bill 2002: Report Stage (Resumed) and Final Stage. (4 Feb 2003)

Sheila Terry: I thank the Minister for the time he has spent here and for the lengthy explanations he gave on many of the amendments tabled. All we want is a fair system. I agree with much of what the Minister has said. There have to be rules and regulations and they must be applied in the interests of all concerned. It is important to treat applicants in a fair and transparent way. I thank everyone,...

Seanad: Order of Business. (6 Feb 2003)

Sheila Terry: I also support my colleague, Senator Brian Hayes, in requesting the Leader to ask the Minister for Education and Science to explain to the House how he intends to resolve the dispute between the school attendance officers and his Department. This issue is having an effect on our streets. I listened to a report on the radio this morning on children as young as 12 years who refuse to go to...

Seanad: Adjournment Matters. - Health Centres. (6 Feb 2003)

Sheila Terry: I wish to discuss the provision of a primary health care centre in Mulhuddart and thank the Minister of State for attending to address the matter. We have spoken about providing such a centre for some time and people living in the area are extremely concerned at the delay in delivering it. It is a priority for the Blanchardstown RAPID team, which is supposed to deliver facilities for the...

Seanad: Adjournment Matters. - Health Centres. (6 Feb 2003)

Sheila Terry: I am very disappointed with the Minister of State's response. This area has been neglected for years and is being put off again. What is the point of inclusion in the RAPID programme when it has delivered nothing to the area? This is not good news for the people of Mulhuddart. I am annoyed by the response, though obviously it is not the fault of the Minister of State whom I ask to push the...

Seanad: Adjournment Matters. - Health Centres. (6 Feb 2003)

Sheila Terry: Does the Minister of State blame the local authorities for this?

Seanad: Order of Business. (11 Feb 2003)

Sheila Terry: I ask the Leader to again invite the Minister for Justice, Equality and Law Reform to come before the House to listen to a debate on the ongoing level of crime on our streets. I raise this issue today following an interview on the Marian Finucane show this morning, which some Members may have heard. If they did, I expect that – as in my case – it brought tears to their eyes to listen to...

Seanad: Unclaimed Life Assurance Policies Bill 2002: Second Stage. (12 Feb 2003)

Sheila Terry: I welcome the Minister of State. This Bill is receiving wide acceptance as it is seen as putting money to good use that would otherwise be lying dormant. I agree that we must ensure people are informed of their accounts. How this is best done is critical. It is not sufficient to put notices in newspapers a couple of times a year. There will be a strong onus on the State to inform people that...

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (13 Feb 2003)

Sheila Terry: I welcome the Minister to the debate on this important Bill which deals specifically with waste management, an issue of serious concern to local authorities and councillors. I join other Members who have spoken out against the position the Minister has taken of withdrawing the rights of councillors to control waste management in their areas and giving the responsibility to county managers....

Seanad: Order of Business. (18 Feb 2003)

Sheila Terry: I read in the newspapers this morning that a young boy of 11 or 12 years was let go by a judge yesterday because there was no place in which to detain him. Will the Leader invite to the House the Minister for Justice, Equality and Law Reform to debate this issue? The young boy was described as being "out of control". I do not know whose words those are but for a young boy of 11 or 12 years to...

Seanad: Order of Business. (19 Feb 2003)

Sheila Terry: I ask the Leader to arrange for the Minister for Justice, Equality and Law Reform to attend the House to debate the issue of equal pay for women. At a recent conference Niamh Crowley of the Equality Authority and Gráine Healy of the National Women's Council of Ireland spoke about the lack of enforcement of the legislation in this area. They pointed out that women were getting 30% less than...

Seanad: Criminal Law (Insanity) Bill 2002: Second Stage. (19 Feb 2003)

Sheila Terry: I welcome the Minister who is spending a lot of time here. I welcome the Bill which is long overdue. I enjoyed the history lesson given by the Minister. The Bill sets out to bring our outmoded laws on insanity into the modern era and to affirm and codify Irish common law decisions on criminal insanity. It provides for comprehensive treatment, both legally and medically, for those whose mental...

Seanad: Cancer Screening Programme: Motion. (19 Feb 2003)

Sheila Terry: The Senator only thinks they are important.

Seanad: Cancer Screening Programme: Motion. (19 Feb 2003)

Sheila Terry: I thank the Minister for coming and his presentation. The screening programme for breast cancer provides diagnosis and primary treatment for women between the ages of 50 and 64 years. I have benefited from such screening and have an appointment shortly for a second screening. While I appreciate what has been done and do not want to criticise Fianna Fáil and the Government, I fully support...

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Sheila Terry: It is unfortunate that we are here at this hour this morning.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Sheila Terry: It just goes to show how seriously we are treating the issue. The publication of this Bill is a sad day for democracy and for Irish politics. It denies people the rights they had under the 1997 legislation to get the information they seek without hindrance.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Sheila Terry: I accept that but new fees will be imposed under this Bill. People will now have to pay for information. Those fees were not part of the previous Bill as I understand it.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Sheila Terry: The fee is part of the Bill and we do not know where the money is going. As far as I am concerned we are dealing with further stealth taxes. Another serious aspect of the legislation concerns the release of Cabinet information after a period of ten years rather than five. There may not be much difference but is this being introduced so that the present Government will not have to release...
