David Stanton: I thank the Minister of State for indicating that he will examine this problem. I am not sure what the answer is, but the matter should be examined because it has caused a great deal of concern, particularly in rural areas. Land owners and local authorities are not certain who is responsible and there is a lack of enforcement.
