Tom Shehan: During the whole debate in this House on this Bill, it was Senator Byrne who insisted there should be meetings between the interested parties. At the time, the Minister of State gave the commitment that there would be. Now Senator Byrne turns around claiming the Bill has been hanging around for too long and that, in some way, the Minister of State dragged his feet on it.
