Tom Sheahan: Will the Minister of State outline how he expects to spend the budget of €111 million given that it takes so long to process a licence? There are 260 to be processed by the Department, whose staff in west Cork — God bless them — are entirely new. I imagine it will be January 2009 before anything happens.
