Noel Ahern: Many of the schemes were community based, in keeping with the experience in my area some nine years ago. Some areas were slow to come on board but did so and no longer treat the drug abuser like a pariah. Waiting lists were a problem in that part of the city and, though it is not now as bad, it is still one of the weaker areas.
