We will not develop a policy until the Government gets its head around a simple fact, that one cannot have quality child care in this or any other country unless one is prepared to spend money. Kathleen O'Meara: I welcome the inclusion of these new sections in the legislation. One would think it was unnecessary to legislate for unseaworthy vessels. However, in light of recent high-profile experiences it is necessary to do so, particularly in the context of maritime safety. I welcome this amendment as a powerful addition to the legislation.
