David Norris: When the amendments are almost identical I will not speak a second time, in any case, and will just let them go through. I find it very confusing when there are a lot of amendments. It is very distracting. It does not help and it does not give good parliamentary scrutiny, particularly on a complicated Bill like this.

I said that in a situation where there was real duplication I would not speak the second time. What could possibly be more reasonable than that? It defies logic to say that it is not reasonable but on this-----
