Twenty-seventh Amendment of the Constitution Bill 2004: Second Stage (Resumed). (22 Apr 2004)

John Moloney: I do not expect to have anything new or earth shattering to add to the debate. However, it is important that Members put their views on the record. I congratulate the Minister, who has once again shown his courageous attitude and style. Not alone has it been obvious to the Government that the legislation needed to be brought forward, but it has also been obvious to many observers outside the...

Written Answers — Liquor Licensing: Liquor Licensing (18 May 2004)

John Moloney: Question 156: To ask the Minister for Finance the number of publicans' licences renewed in the State for the year ended 30 September 2003 in each turnover category (details supplied). [14308/04]

Health Bill 2004: Second Stage (Resumed). (26 Nov 2004)

John Moloney: I wish the Tánaiste every success in her new portfolio. Health is clearly one of the most serious issues facing the Government and we all look forward to the successful tackling of the issues. I have every confidence that the Tánaiste will achieve that. This Bill contains much that we could spend days analysing. Most of the issues that create difficulties for health board members are...

Health Bill 2004: Second Stage (Resumed). (26 Nov 2004)

John Moloney: That is not the flaw. That is exactly——

Health Bill 2004: Second Stage (Resumed). (26 Nov 2004)

John Moloney: The flaw is that we delayed so long before bringing this legislation before the House. I refer any Deputy who cares to go back over the record of health deliveries in recent years to the fact that the flaw emanated from public representatives in different counties blockading attempts by Government to put the necessary funding together to deliver services by way of regionalisation.

Health Bill 2004: Second Stage (Resumed). (26 Nov 2004)

John Moloney: Since I am prompted to respond to that, if not directly, I refer to 1995 when Deputy Durkan's party was in office. The then Minister for Health, Deputy Noonan, whom I complimented, brought forward the National Cancer Forum and signed off, as it were, by suggesting that the lead hospital should be Tullamore for the delivery of cancer services in the Laois-Offaly and Longford-Westmeath region....

Health Bill 2004: Second Stage (Resumed). (26 Nov 2004)

John Moloney: I make the point only because I have been goaded by Deputy Durkan. Where services were agreed and funding put in place, is it not ironic that a member of the then Government party challenged a decision purely because of pressure brought about by the home county? I regard this Bill as a means of escape from that type of pressure. I reject criticism that there has not been consultation on the...

Accident and Emergency Services: Motion (Resumed). (27 Jan 2005)

John Moloney: I welcome the fact that on entering office, and at the publication of the Estimates, the Tánaiste identified the delivery of accident and emergency services as a priority for attention. Policy is continually evolving and, although there has been huge investment in the health services, there are still areas that require further attention. I would like to examine the action that has been taken...

Disability Bill 2004: Second Stage (Resumed). (1 Feb 2005)

John Moloney: I welcome the Bill and I wish it a safe and successful passage through the House. It is a fair attempt to address the many issues affecting people with disabilities and their representative groups over the years, particularly the feeling of being left out. I will concentrate on the issues of funding, employment targets, genetic testing and appeals and assessments. People with disabilities and...

Disability Bill 2004: Second Stage (Resumed). (1 Feb 2005)

John Moloney: Unlike Deputy Stanton, I think they would give people the chance to put their case, without flogging the horse before it even starts to gallop. I welcome the Bill. It is a sincere effort to provide for disability. That the former Minister for Health and Children, Deputy Cowen, recognised the need to put substantial funding in place has been a build up to the Bill. I welcome it and wish it an...

Disability Bill 2004: Second Stage (Resumed). (1 Feb 2005)

John Moloney: He is well trained, however.

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: I am glad to have the opportunity to contribute to the debate. The issue has been of concern not only to Members but also the public. As many hospitals and nursing homes in my constituency provide beds for the elderly, I am naturally concerned about the use of subventions. It is worth reflecting on the findings of the Supreme Court and referring to some of the submissions made here. I do not...

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: The health budget and the Department of Health and Children are in safe hands with the Tánaiste, as the record proves. I again wish to refer to the Supreme Court decision because the findings have not been clearly and properly dealt with. It is important to reflect on one particular point. The provisions of the Health (Amendment) (No. 2) Bill 2004 that provide for prospective charging of...

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: I am aware of that and will come to that matter shortly. The people who now take upon themselves the responsibility of being the only saviours of the elderly should have held this position all along and recognised what resulted from the Supreme Court judgment on nursing home subventions in 1976. There have been 11 Ministers and 40 different health boards since.

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: That is four years ago. I did not dare butt in a few minutes ago when Deputy Ring was expressing his concerns. I was going to suggest that it was the by-election that was driving this new-found care. The Deputy mentioned the by-election and hoped the Travers report would be out before it was held.

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: I see this as an issue to which he is hanging on in the hope it will embarrass the Government. I do not see it as such. The Government has acted responsibly since the Attorney General provided legal advice last November. Therefore, I do not see the issues as the source of embarrassment. I welcome that there is now clarity and have no difficulty in congratulating the President. Referral to the...

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: I know there are problems. I have been a member of a health board for years. I was a member back in the 1980s and early 1990s when there was not only no subvention but very few places available for the elderly. I have seen the number of placements increase steadily over the years. In my county where there are three hospitals for the elderly, facilities second to none have been provided and...

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: I was asked if I would meet the Minister later regarding further funds for Mountmellick hospital, something about which I am pleased. I am pleased with all the areas being funded under the health programme. This issue has been made a little more thorny because we are heading into a by-election. We cannot be accused of robbing the elderly when the facts suggest otherwise. Many of our hospitals...

Health (Amendment) Bill 2005: Second Stage (Resumed). (2 Mar 2005)

John Moloney: I wish to share my time with Deputy Cooper-Flynn. I welcome this attempt to address the difficulties caused. I recognise the point made by Deputy Connaughton in regard to Deputy Twomey. Opposition for the sake of opposition was not Deputy Twomey's role and I recognise his responsible attitude on this issue. However, it should also be recognised that it is not the Government's role to create...

Fur Farming (Prohibition) Bill 2004: Second Stage (Resumed). (23 Mar 2005)

John Moloney: I support the Minister of State on the basis of first-hand observations of the industry in my home county. These observations reflect the operation of the industry on other farms throughout the country. The industry is well regulated locally and nationally and undergoes regular departmental inspections. Local opinion is the best record of the running of such farms. Heffernan's of Vicarstown...
