Liz McManus: Early in October Senator Boyle told the Seanad that he expected such a Bill to be published in two weeks. The legislative programme gives no indication of a date for the publication of the Government Bill. It would appear that this legislation is lost in some interdepartmental quagmire and something needs to be done.

Liz McManus: No, this is the Taoiseach's question although I appreciate your assistance on this, a Cheann Comhairle. Legislation has been published on an all-party basis by the Joint Committee on Climate Change and Energy Security. There is a lacuna from the Government side in that no legislation has materialised despite many questions asked and concerns expressed on all sides.
