Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: It is regulating itself, then. Is that so?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: Is that problem mostly in Dublin or is there a problem with that in any other part of the country?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: I want to ask about regulation enforcement. I always hear about people coming home and going out for four hours working as a taxi driver when they do not even have a licence. Does the NTA have an enforcement regulation? How does it enforce it?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: Is that the NTA's role or the Garda's role?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: That is good to hear. I mention income from fees. Enforcement income was €83,000 and other taxi income was €630,000. Will the witnesses give me a breakdown on that?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: I want to ask about clamping. Is the NTA in charge of the clamping activity around the country, particularly in Dublin, which we all experience?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: Is it not mostly private companies that are doing it anyway?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: Are local authorities in charge of that in Kilkenny and Waterford, for example?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: I see the NTA is in charge of electronic tolling service providers. I remember talking about this before and the lack of tolling on the Waterford and Limerick bypasses. They were not self-sufficient. In other words, the money coming in from the public private partnership was not sufficient. Is that still the case? Is the taxpayer still subsidising it, especially in Waterford and...

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: The briefing document says the NTA operates "as the national conciliation body for electronic toll service providers".

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: Therefore, the NTA is not in control of the toll service providers.

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: I see details of the NTA's lease commitment in respect of a premises at 35 Fitzwilliam Square, which it subleased it to the Commission for Taxi Regulation, CTR, and is losing money on it. I have not read through it fully, but when the NTA subleased it, it lost money to the tune of something like €80,000 per annum. It does not make much economic sense that the NTA has a premises that...

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: I am sorry.

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: Are the CTR and the NTA not the one body? Are they two different bodies?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: They are all upward lease arrangements. There are no downward arrangements at all. If we come to a recession or downturn, with Brexit or such, is there any such thing as moneys dropping in negotiations? It sounds strange to me that with all the contracts the NTA has, there are only upward rent increases, with none going down. Should it not go up or down according to economics?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: Mr. L'Estrange is telling me that the norm is to make a contract for 2024, for example, with only upward rent increases and neither keeping it level nor decreasing it. The only way it can be negotiated is upwards. Is that a fair contract for the taxpayer?

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: Even then. This is still happening now.

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Bobby Aylward: A farmer could not do it with the price of cattle. It seems that it only happens here in Dublin. It is a pity we could not do that with a range of things.

Written Answers — Department of Health: Disability Services Funding (10 Oct 2019)

Bobby Aylward: 77. To ask the Minister for Health if he will consider implementing multi-annual budgets to support planned service for section 39 agencies such as an organisation (details supplied) in advance of budget 2020; his plans for the provision of additional funding to assist such agencies meet their deficits in respect of unmet business cases; his further plans for the provision of additional...

Financial Resolutions 2019 - Financial Resolution No. 9: General (Resumed) (9 Oct 2019)

Bobby Aylward: All of the Deputies in this House were canvassed for funding in the last few months before the budget. I will highlight some of the local aspects first. I refer to SOS Kilkenny, which is a group funded under section 39. It looks after disabled people from the time they are children right up to adulthood. In Carlow-Kilkenny in 2015, there were 4,521 respite overnight stays. In 2018, there...
