Billy Kelleher: That is part of the problem. There is no continuity. Who is going to take on a person if the employer is only guaranteed six months with him or her? One invests in the training and education of the person and after six months, because of some other process, he or she is gone again. That is the difficulty. It is not a criticism, it is just an observation.
