Kathleen Lynch: I seek the adjournment of the Dáil to discuss an important matter which requires urgent attention, namely, the failure of Cork City Council to collect rubbish that is not placed in bins or is untagged and is lying on streets leaving the current European capital of culture resembling an open tip.
