Terry Leyden: The Minister is right to include this section and it is also appropriate. The words "as soon as is practicable" are used in most Bills and provide for unforeseen circumstances that may arise, allowing a certain degree of flexibility. There is no reason the Minister would not bring forward the accounts as quickly as possible, but there has to be some flexibility in Departments in that regard.
