Deputy Quinn is absolutely correct to say that if we had a surfeit of money for overseas development aid but a shortage of programmes to which it could be distributed, it could be given to funds such as the global fund for combating AIDS. Ireland's contribution to that fund has increased by ten times in recent years, from €5 million to €50 million.
