Written Answers — Ministerial Appointments: Ministerial Appointments (29 Jun 2005)

Beverley Flynn: Question 228: To ask the Minister for Communications, Marine and Natural Resources the names of all ministerial appointees to the harbour boards; and their county of residence and date of appointment. [23196/05]

Requests to move Adjournment of Dáil under Standing Order 31. (30 Jun 2005)

Beverley Flynn: I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the jailing of five Mayo people on foot of their opposition to the routing of the Shell gas pipeline in north Mayo. I call on the Minister for Communications, Marine and Natural Resources to personally intervene in the impasse between the landowners concerned and the exploration company as a...

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: I ask the Minister for Communications, Marine and Natural Resources to intervene personally in the current crisis that has arisen in north Mayo, where five residents of Erris have been jailed because of their opposition to the routing of the Shell pipeline in north Mayo for safety reasons. This represents an unacceptable situation.

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: As the Dáil will rise tomorrow for the summer recess, there is an obligation on all public representatives to work together to secure the release of the five men.

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: I am not departing from the question. My question was submitted in hand writing. I add that you did not call Deputies in the order in which they submitted their questions.

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: I am making the point that you did not call us in the order in which we submitted our questions.

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: On a point of order, I support Deputy Ring. The text of my question, which I submitted in my own handwriting, was also altered.

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: You did not call people in the order in which they submitted their questions. While I appreciate that you are not responsible, you should bring it to the attention of the Ceann Comhairle.

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: The first point the Minister made is correct, that is, a resolution to this dispute can only be achieved through negotiation. However, as long as the five men are in jail, there will be no negotiation. The local people of Rossport are not prepared to negotiate without them. An opportunity must be created by the Minister to facilitate talks. The jailings have created tension throughout County...

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: What about gas odorization?

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: How long will it be before the intermediary is appointed? How long will the Minister take to consider it?

Natural Gas Grid. (30 Jun 2005)

Beverley Flynn: We are.

Corrib Gas Field: Statements. (4 Oct 2005)

Beverley Flynn: I also welcome the opportunity to contribute to this debate. First and foremost, I welcome the release of the five men from Rossport who spent 94 days in jail. It was a terrible tragedy that their families and communities were deprived of their company for that period. We in this House must ensure that is never repeated. Throughout the course of the 94 days, Shell stated that it was...

Adult Education. (11 Oct 2005)

Beverley Flynn: I welcome the opportunity to contribute to the debate. Between 40 and 50 tutors employed by Mayo VEC were informed last week that the back to education and literacy courses they were running would be suspended at the end of the month and the end of the week, respectively, due to an increase in administration costs, which meant that money ran out. This affects 50 tutors, 700 literacy students...

Employment Permits Bill 2005: Second Stage (Resumed). (13 Oct 2005)

Beverley Flynn: I am happy to have an opportunity to speak on this legislation. It is probably overdue. Members have been alerted to various incidents involving migrant workers that have occurred over the last year. Many of the improvements I had hoped for with regard to the work permit system have been incorporated into the Bill and I welcome those changes. I recall the debate that preceded the entry of the...

Employment Permits Bill 2005: Second Stage (Resumed). (13 Oct 2005)

Beverley Flynn: I am grateful for the Minister's clarification. This anomaly has arisen in a number of cases where migrant workers have been resident in the country for a number of years and where a child of such a worker having completed third-level education on a student visa has found himself or herself in a form of limbo. I am familiar with the work permit system because I have had occasion to purchase a...

Employment Permits Bill 2005: Second Stage (Resumed). (13 Oct 2005)

Beverley Flynn: The Bill proposes to grant work permits for a two year period at the same fee of €500 per year, which is €1,000 for two years and €1,500 for three years. Why is it not a once-off administration cost?

Employment Permits Bill 2005: Second Stage (Resumed). (13 Oct 2005)

Beverley Flynn: The purchase of a work permit is an expensive cost for many employers and they may also be required to purchase visas on a six-monthly basis, which is another €100. I question the need for multiplying the cost and it could be perceived as a money racket. I appreciate the administrative work must be done but I argue the same amount of work is involved in granting a permit for two or three...

Employment Permits Bill 2005: Second Stage (Resumed). (13 Oct 2005)

Beverley Flynn: They will have an automatic entitlement, assuming they fulfil all the criteria and this is to be welcomed. If a person has worked satisfactorily here for five years, it would be desirable for them to be granted leave to remain on a permanent basis. I am grateful for the Minister's clarification as I have been asked this question by migrant workers. I welcome the Bill.

Written Answers — National Treatment Purchase Fund: National Treatment Purchase Fund (18 Oct 2005)

Beverley Flynn: Question 238: To ask the Tánaiste and Minister for Health and Children the provisions that have been made for post-operative consultation for patients who have availed of the national treatment purchase fund; and if her attention has been drawn to the growing concern of patients who, having availed of surgical procedures under the fund, have been denied follow-up care where complications or...
