Seanad: Housing (Stage Payments) Bill 2006: Second Stage. (28 Jun 2006)

Tony Kett: The Senator has gone two minutes over his time.

Seanad: International Criminal Court Bill 2003: Second Stage (Resumed). (20 Jun 2006)

Tony Kett: Next Tuesday.

Seanad: Offences against the State (Amendment) Act 1998: Motion. (15 Jun 2006)

Tony Kett: I move: That Seanad Éireann resolves that sections 2 to 12, 14 and 17 of the Offences against the State (Amendment) Act 1998 (No. 39 of 1998) shall continue in operation for the period of 12 months beginning on 30 June 2006.

Seanad: Offences against the State (Amendment) Act 1998: Motion. (15 Jun 2006)

Tony Kett: I welcome the Minister of State to the House and I support the motion that is before us this morning regarding this ongoing legislation. I also support the arguments put forward by the Minister of State on the need for it to continue. It is a pity we need to do this, but such is life. In this regard I share the sentiment of Senator Cummins's question to the Minister of State. I wonder whether...

Seanad: International Criminal Court Bill 2003: Second Stage. (13 Jun 2006)

Tony Kett: I welcome the Minister of State to the House. I also welcome the ratification of the International Criminal Court and its responsibilities as outlined by the Minister of State. The enactment of this legislation will ensure that Ireland can now comply with its obligations under the Rome statue to which we have signed up. We will now be able to co-operate with the International Criminal Court...

Seanad: Order of Business. (8 Jun 2006)

Tony Kett: Senator Glynn mentioned environmental dumping. Most people will agree that one of the best initiatives taken in this area was the imposition of the plastic bag levy. It is now four years in existence. When the levy was introduced in 2002, approximately 90 million plastic bags were sold. That number has been increasing and apparently in 2005 a total of 115 million bags were sold. Is there a...

Seanad: Public Hospital Land: Motion. (31 May 2006)

Tony Kett: Is that agreed? Agreed.

Seanad: Ageism Policy: Statements. (17 May 2006)

Tony Kett: I welcome the Minister of State to the House and am glad to have the opportunity to say a few words on this very important subject. It will occupy debating time in both Houses of the Oireachtas more and more as time goes on. Research from the Central Statistics Office shows that older people experience discrimination in Ireland. The most common form of such discrimination is ageism. The CSO...

Seanad: Ageism Policy: Statements. (17 May 2006)

Tony Kett: I do not believe that.

Seanad: Ageism Policy: Statements (Resumed). (17 May 2006)

Tony Kett: There is no profit line.

Seanad: Order of Business. (3 May 2006)

Tony Kett: Further to the points made by Senator Cummins, I call on the Minister for Transport to explain how CIE can purchase vehicles worth €16 million without considering the needs of people with disabilities. Last year we went through the Disability Bill here and the cornerstone of the debate was that Departments should think of disability when they make plans for the future. If this is the way...

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Tony Kett: I agree with the sentiments expressed by Senator Cummins. The Minister's actions in this regard are very sensible because an element of flexibility is required in respect of membership of the authority. The authority could contain some very capable members, which one would like to retain, as well as some dead wood. Flexibility is needed in this regard. However, I wonder whether it will be...

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Tony Kett: I fully agree and if one takes the e-conveyancing route, one must dispense with the paper trail completely. While I am unsure whether there is any set of circumstances in which paper would return to the network, I believe it should not. If it does so, the entire electronic element of the process would be rendered meaningless.

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Tony Kett: That tells us something.

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Tony Kett: I thank the Minister and his officials for this welcome and reforming legislation. It is clear that we need effective and efficient legislation to deal with modern Ireland. Undoubtedly, it is also true that this kind of legislation has the capacity to contribute in a meaningful manner to economic activity. Recently, I heard the Minister refer, possibly on "Questions and Answers", to the...

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Tony Kett: At 12 noon on Wednesday, 3 May 2006.

Seanad: Criminal Law (Insanity) Bill 2002 [Seanad Bill amended by the Dáil]: Report and Final Stages. (6 Apr 2006)

Tony Kett: I thank the Minister for tabling that amendment. We discussed the term "mental handicap" when we dealt with the Disability Bill. It is politically correct to use proper language when discussing these issues. We have probably moved on by replacing the term "physically disabled" with "physically challenged". We can play with words at certain times.

Seanad: Criminal Law (Insanity) Bill 2002 [Seanad Bill amended by the Dáil]: Report and Final Stages. (6 Apr 2006)

Tony Kett: I thank the Minister of State for his contribution this morning, which will allow for the implementation of this long-overdue and long-awaited legislation. Practising lawyers have probably been seeking this legislation for many years. A long time has passed since psychiatrists used to refer to their patients as "lunatics" or as suffering from "lunacy". It speaks for itself that such terms...

Seanad: Criminal Justice (Mutual Assistance) Bill 2005: Second Stage. (2 Mar 2006)

Tony Kett: I welcome the Minister to the House. For a moment I was going to take his excellent lead and speak as Gaeilge but I decided to perfect the English first, the better part of valour. I welcome also the fine Bill the Minister has placed before the House. It gives greater effect to existing domestic laws by offering mutual assistance for ourselves, our European partners and others in the fight...
