Courts and Civil Law (Miscellaneous Provisions) Bill 2022: From the Seanad (28 Jun 2023)

Brendan Howlin: Then it should be brought through the normal process. Let anybody who has concerns about it be heard. The bottom line is any impactive legislation suggested by any State agency is processed by a Government Department and promulgated as a Bill. The committee Deputy Lawless chairs would take submissions from anybody who wants and hold hearings from anybody so that all their questions can be...

Brendan Howlin: The case in relation to this amendment has been very well made by learned colleagues. I will speak briefly on the procedural issues involved. In recent years, we have spent a long time changing the way we prepare legislation. We have done so because legislation is so important and impacts on everybody, particularly legislation that impacts on data and people's data which are particularly...

Brendan Howlin: I thank Mr. Laják for a comprehensive paper and incisive presentation on the questions posed to date. We have a clear understanding. I would like to grapple with the practicalities of delivering the vision. The vision he set out is commonly shared across the political parties in this country, which is that we want a broadening of the European family. We need to do that in a way...

Joint Oireachtas Committee on European Union Affairs: EU Enlargement and the Western Balkans: Discussion (28 Jun 2023)

Brendan Howlin: I thank Dr. Visoka for attending in person and for his paper. He was in attendance for the previous discussion and we are now covering much of the same ground. I am intrigued and I am trying to get to the heart of this issue. Both witnesses have said we must have a swift process of enlargement and allow the western Balkan countries to be members of the European Union or there will be dire...

Joint Oireachtas Committee on European Union Affairs: EU Enlargement and the Western Balkans: Discussion (28 Jun 2023)

Brendan Howlin: I would suggest that one puts all one's objections on the table at the same time, so that one cannot ask people to resolve difficult issues and then, when that has been resolved, to declare that there is another one for them to resolve. If one needs to have an objection, it should all be tabled simultaneously and there is no further go at it.
