Seanad: Commencement Matters: Property Tax Administration (30 Sep 2015)

Tom Hayes: The Senator referred to estates that have not been taken in charge by local authorities. This can only be done when funding becomes available. That is the position in my local authority in any case and I presume Galway County Council will take estates in hand when it has the money to do so. As the local authorities are collecting the local property tax, it is an issue for them.

Seanad: Commencement Matters: Hospital Waiting Lists (30 Sep 2015)

Tom Hayes: I thank Senator Cullinane for raising this important matter. I represent south Tipperary which is part of the same hospital group as Waterford and I want to be very fair in acknowledging that huge changes have taken place in the health service in our area. There is no magic wand in relation to funding and the reality is that change has taken place notwithstanding that staff are under a...

Seanad: Commencement Matters: Hospital Waiting Lists (30 Sep 2015)

Tom Hayes: There are ongoing issues with the health service in the south east which we must all work to improve. I will certainly relate the matter to the Minister for Health. That instance in Waterford should certainly not be happening and the Minister's attitude would be the same as mine. We should work to ensure that does not happen again. I assure Senator Cullinane that I will talk to the...

Ceisteanna - Questions - Priority Questions: Bord na gCon (1 Jul 2015)

Tom Hayes: That is fine. Additional information not given on the floor of the House This review is nearing completion and once it is finalised, I expect Bord na gCon to consider its recommendations with a view to identifying any amendments required to legislation, practices or policies to ensure the advancement of the board's commitment to greyhound welfare and to underpin the integrity of the greyhound...

Ceisteanna - Questions - Priority Questions: Bord na gCon (1 Jul 2015)

Tom Hayes: I accept the point that this is a hugely important industry. There are 10,000 people involved, including small farmers and small-scale breeders throughout the country. That is why we put the Indecon report in place. Indecon reported back to us with an open, transparent plan to deal with the many outstanding issues over the next number of years, particularly financial issues but also in...

Ceisteanna - Questions - Priority Questions: Bord na gCon (1 Jul 2015)

Tom Hayes: Since we took over, we have put new people on the board. The term of others is coming to an end and we will be looking at that. At all times, we are putting people with the skills to which Indecon referred on the board. We have appointed an accountant and a vet who is one of the top specialists in the country. I cannot express what an advantage that vet has been to the board. There is an...

Ceisteanna - Questions - Priority Questions: Bord na gCon (1 Jul 2015)

Tom Hayes: Wait now. I have to make a point. There is no doubt the industry was in crisis. The economic downturn affected it. Indecon, however, has addressed many of the issues that are there. Going forward, the industry needs help and support, which is why the Horse and Greyhound Racing Fund was increased in the budget. I commend the Government on doing that.

Ceisteanna - Questions - Priority Questions: Bord na gCon (1 Jul 2015)

Tom Hayes: We want to keep the industry and build on it because it has potential for employment. We need to support it in the House as well as outside because of all the small farmers in Kerry, Tipperary and throughout the country.

Ceisteanna - Questions - Priority Questions: Bord na gCon (1 Jul 2015)

Tom Hayes: Bord na gCon is a commercial State body which was established in 1958 under the Greyhound Industry Act, 1958 chiefly to control greyhound racing and improve and develop the greyhound industry. The sampling of greyhounds for the detection of prohibited substances is a key element of integrity management at Bord na gCon. Anabolic steroids such as Stanozolol are not authorised for use...

Seanad: Commencement Matters: Harbours and Piers (30 Jun 2015)

Tom Hayes: I am standing in for the Minister for Agriculture, Food and the Marine, Deputy Simon Coveney. I thank Senator Power for raising this important issue and acknowledge her interest in Howth and the contribution she has made there. Howth fishery harbour centre, or FHC, is one of the six designated fishery harbour centres which are owned, managed and maintained by my Department under statute....

Seanad: Commencement Matters: Harbours and Piers (30 Jun 2015)

Tom Hayes: I will be brief and respond on the paid parking issue. The Senator is correct in that paid parking is a concern in many areas, and she is not alone in her views about it. Right across the country there are other projects dealing with the issue. I will relay the Senator's points about paid parking to the Minister as I know how passionate she is about it and how strongly she feels about the...
