John Gormley: The Deputy continues to refer to "new" regulations. There are no new regulations. The regulation is available and plain for anyone to see. It mentions Article 3 of the Road Vehicles (Registration and Licensing) (Amendment) Regulations 1992. We are talking, therefore, about regulations that appeared in 1992. The Deputy has been in government since that time.
