Seán Fleming: I support the principle but not the idea of a commissioner. I would prefer to see it controlled through this House rather than by an independent commissioner. I believe Deputy Gilmore is right. That we should not be tampering with the electoral system by putting one side of the House in opposition to the other is exactly the point I was making.
