Timmy Dooley: The responsibility for the development and maintenance of local authority owned piers, harbours and slipways rests with each local authority in the first instance. As such, Tarbert Island Pier is under the remit of Kerry County Council. The primary governance role for local authorities rests with the Minister for Housing, Local Government and Heritage. Written Answers — Department of Agriculture, Food and the Marine: Aquaculture Industry (19 Nov 2025)

Timmy Dooley: I wish to fully assure the Deputy that I understand the importance of the Irish Sea mussel seed fishery and of wild mussel seed as a raw material for the bottom grown mussel aquaculture sector. The importance of these primary...

Saincheisteanna Tráthúla - Topical Issue Debate: Aquaculture Industry (18 Nov 2025)

Timmy Dooley: I thank the Deputy for raising this important issue. He has been in touch with me on a number of occasions to discuss the matter as it relates to operators in his constituency and further afield. I had an opportunity during the summer to visit Quinlan's Kerry Fish with the Deputy and see at first hand the implications of the issue. As somebody new to the Department, I recognised from the...

Saincheisteanna Tráthúla - Topical Issue Debate: Aquaculture Industry (18 Nov 2025)

Timmy Dooley: I thank the Deputy. He has raised a really important issue, which is that fishing is really about protecting and preserving our coastal communities through gainful employment by way of the natural resources available to those communities. The reality is that the scientific advice clearly indicates that wild stocks are being depleted for a multiplicity of reasons. These include overfishing...

Written Answers — Department of Environment, Community and Local Government: Fisheries Protection (18 Nov 2025)

Timmy Dooley: No such legislation is being considered at present relating to Lough Sheelin. However, I can advise the Deputy that Inland Fisheries Ireland is happy to engage with stakeholders to review angling control measures within the remit of IFI and where they support the conservation of Lough Sheelin’s fishery.

Written Answers — Department of Environment, Community and Local Government: Fisheries Protection (18 Nov 2025)

Timmy Dooley: I can advise the Deputy that the Department and Inland Fisheries Ireland (IFI) support Catch and Release (C&R) competitions nationally, including on Lough Corrib. This practice has been embraced by anglers and angling clubs organising such events. Catch and release angling is a key conservation measure by reducing fish mortality. Since 2012, IFI has invited angling clubs and tourism...

Timmy Dooley: From 2014 to 2020, Mackerel was managed under a UN Coastal States Agreement that involved the EU, Norway and the Faroe Islands. In 2021, the parties were unable to agree on a new sharing arrangement. Consequently, there is currently no sharing arrangement for Mackerel in place and negotiations on a new sharing arrangement are ongoing. The European Commission has exclusive competency to...

Timmy Dooley: Kilkeaveragh Pier was built and owned by Trinity College Dublin (TCD) and held in what was called the Iveragh Estate. It is important that people in communities engage collectively and also with the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Wind Energy Generation (12 Nov 2025)

Timmy Dooley: I take the Senator's point about getting the right location. Any sites have to have the appropriate amount of wind. They have to be elevated or at least in a wind tunnel. Local authorities over the past ten to 15 years, through the development of county development plans, have identified areas - certainly in the county that I know best - suitable for wind energy development. In some...
