- Seanad: Councillors' Conditions: Statements (29 Mar 2018)
Paul Daly: I welcome the Minister of State to the House. I welcome the councillors, who are representing their colleagues and members of the AILG, to the Public Gallery. I wish them continued success in their great endeavours to ensure that their representatives achieve fair play, fair pay and fair terms and conditions for the great work they are doing. I note that the Minister of State alluded to...
- Seanad: Councillors' Conditions: Statements (29 Mar 2018)
Paul Daly: That day has to go. If we, as public representatives, cannot look after the hard working members of our own establishment, we cannot look after anyone else. The notion that this issue should not be touched because the media might play ball with it is a figment. We must stand up to the plate, be strong and reward people as they deserve for the rewardable jobs they are performing.
- Seanad: An Bille um an Séú Leasú is Tríocha ar an mBunreacht 2018: An Dara Céim - Thirty-sixth Amendment of the Constitution Bill 2018: Second Stage (27 Mar 2018)
Paul Daly: I welcome the Minister. The Bill before us and that we will vote on concerns removing Article 40.3.3° and replacing it with the following: "Provision may be made by law for the regulation of termination of pregnancy."I would like to inform the House that I will vote no to this Bill for the following reasons. I entered politics, as I would say everybody here did if asked to write their...
- Seanad: Flooding: Statements (Resumed) (8 Mar 2018)
Paul Daly: I, too, welcome the Minister of State. On a personal note, as this is my first one-to-one engagement with him since our last engagement in the chamber in Mullingar a mere two years ago, I congratulate him on his elevation to ministerial office in that short period. Unfortunately, that is where the plaudits end. I know his background. He is very passionate about this issue which he has...
- Seanad: Flooding: Statements (Resumed) (8 Mar 2018)
Paul Daly: Time is against me. We seem to be concentrating on flood defences. The Shannon and other rivers need to be looked at and we need to consider seriously, through a new agency, dredging these rivers. I am spokesperson on agriculture and while tackling the flooding of people's homes is and must be a priority, it is not even considered that thousands of acres of farmland are lost to water every...
- Seanad: Order of Business (7 Mar 2018)
Paul Daly: I wish to be associated with the remarks made by other Senators in complimenting the local communities, the fire service , council workers and volunteers who played a great role in responding to the major crisis during last week's storm. I wish to discuss a new line of crime that came to light as a result of the storm and was highlighted on radio this morning, namely, the large-scale theft...
- Seanad: Foreign Affairs: Statements (Resumed) (7 Mar 2018)
Paul Daly: As there are no more speakers, I call the Minister to respond to the debate. He has, in accordance with what has been laid down, eight minutes but, in essence, we have 30 minutes remaining, although I am not asking him to take all that time.
- Seanad: Foreign Affairs: Statements (Resumed) (7 Mar 2018)
Paul Daly: I ask the Senator to allow the Minister to respond.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Climate Change Issues specific to Agriculture, Food and the Marine Sectors: Discussion (Resumed) (6 Mar 2018)
Paul Daly: This is a global problem. For example, say grain farmers here moved over to afforestation, became carbon sinks rather than carbon sources and we balanced the books to become carbon neutral. Last week with the snow, our fondness of bread was a national joke. We also have thriving brewing and distilling industries. We will need grain to sustain those industries. What if the grain comes...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Climate Change Issues specific to Agriculture, Food and the Marine Sectors: Discussion (Resumed) (6 Mar 2018)
Paul Daly: I apologise for my absence due to a vote in the Seanad. The Chairman can tell me if I repeat anything. A question I was thinking of before I left for the Seanad was to ask the four groups their views on organic farming, as one of the least greenhouse gas emitting sectors, being a solution to this problem. What bonuses could the dairy sector see it giving to dairy farming? Likewise, with...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: I also welcome the witnesses and thank them for the presentation. We will meet Coillte after this session. Mr. Healy said approximately 630 farmers signed up between 1993 and 2012. Most or all of these contracts are weighted towards Coillte because the farmers took Coillte at face value as being an arm of the State. We as politicians know from our daily dealings with people that for...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: I will be brief as many of my questions have been covered in the earlier exchanges. Based on what I have heard in the two presentations, I would not be very familiar with the issues involved. When does the famous contract terminate? One would imagine it is a one-cycle contract that ends after the clearfell. If that is the case, why are we being told that some of the contracts contain an...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: We have entered murky water in discussing meetings and telephone calls. We heard that a relatively large proportion of letters Coillte issues to partners are returned to sender. In cases involving letters that are returned, how many meetings have been held in the previous year?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: I am referring to annual meetings, a telephone call, a form-filling exercise or whatever Mr. Murphy wants to call it. As a State body, surely Coillte will have records of the number of forms filled in, telephone calls made and meetings held, whichever the case may be. How many cases of form filling, telephone calls or meetings were recorded in the previous year in respect of those whose...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: Is it not correct to say it was written in the original contract that the partner would be responsible for the replanting?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: That is why I am asking the question. When does the contract terminate? The original contract stipulates the partner is responsible for the replanting, so there is an assumption that there will be a roll-over, which is another 25, 30 or 40 years. If a party signed a contract in the 1990s, he or she signed away the farm. That is if it is a roll-over contract, if we consider the timescale...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: Why is it in the contract that the partner will replant?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: Is there not an obligation in the contract for the partner to replant?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: What if the landowner wants to go back to grazing goats?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Paul Daly: Why would it be put in the contract that the land is tied to forestry for another 40 years if Coillte has no interest in it? From the replies, it seems Coillte reserves the right at the termination of the contract to tell the landowner what he or she can or cannot do but Coillte has no involvement in that.
