Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (9 Jul 2018)

Fintan Warfield: The Senator should not anticipate and should allow Senator McDowell to comment.

Seanad: Order of Business (Resumed) (5 Jul 2018)

Fintan Warfield: I want to put on the record of the House my disbelief that last night Ireland passed into law a Bill that actually endangers nature and the wildlife of this island, a Bill that is anything but a Heritage Bill. We saw the shameless tactics deployed by the Government to get it over the line. At a committee meeting a year ago, the Minister of State, Deputy Ring, told me:It needs to be...

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: Yes.

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: Have they been moved?

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: Obviously, the amendment changes "may" to "shall" in a provision concerning the records the Minister releases, in this case under the new 20-year rule. In our opinion, a certain amount of accountability arises if, when the criteria are met, the Minister absolutely must transfer those records to the National Archives. It clears any ambiguity. Can I speak to amendment No. 8?

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: Can I move the amendment?

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: The amendment allows the director of the National Archives to be part of the decision-making process on whether 20 year old State records are deemed to be of "significant historical or public interest". I do not think this decision should be an entirely political one, nor should politicians have the final say. The Bill leaves no scope for transparency or accountability for these decisions....

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: I moved amendment No. 8.

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: Yes.

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: I move amendment No. 8:In page 4, lines 18 and 19, to delete “where he or she is satisfied that” and substitute “where the Director of the National Archives is satisfied that”.

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: Yes. Can I speak to the amendment?

Seanad: National Archives (Amendment) Bill 2017: Report and Final Stages (5 Jul 2018)

Fintan Warfield: I have some questions about the concerns the Attorney General had and whether those concerns were about resources. Before the Minister's time in the Department, the then Minister, Deputy Heather Humphreys, I and other members of the arts committee had lengthy discussions around the obligation of the State to release certain records and the failure of the State to do so in many cases. Is the...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Supporting and Facilitating the Arts: Discussion (4 Jul 2018)

Fintan Warfield: I have just come in and am also trying to get back to the Seanad for a vote.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Supporting and Facilitating the Arts: Discussion (4 Jul 2018)

Fintan Warfield: Is that okay?

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Supporting and Facilitating the Arts: Discussion (4 Jul 2018)

Fintan Warfield: I am sorry for being less than present. The Education (Admission to Schools) Bill, dealing with the baptism barrier and other initiatives, is being debated in the Seanad, so I apologise for running in and out. I lived in Galway for three years. Mr. Crumlish and Mr. Fahy are to be commended on the festival. I see on the discussion platform the issue of gender equality. Do all the...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Supporting and Facilitating the Arts: Discussion (4 Jul 2018)

Fintan Warfield: The production was a remarkable experience. I might not have time to ask the witnesses about capital expenditure versus current expenditure. From what I hear, the organisation has asked for more capital expenditure. Conversely, we have often heard representatives of the arts sphere beg for current expenditure rather than capital expenditure. Listowel Writers' Week is Ireland's longest...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Supporting and Facilitating the Arts: Discussion (4 Jul 2018)

Fintan Warfield: Yes.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Supporting and Facilitating the Arts: Discussion (4 Jul 2018)

Fintan Warfield: A lot more is an understatement.

Seanad: Order of Business (4 Jul 2018)

Fintan Warfield: I feel somewhat locked out of the conversation about nominating presidential candidates, considering the Irish people's disappointing decision to keep it to those who have reached the age of 35 years. Senator Ruane would make a wonderful president. I have been meaning to raise the issue of street art for some time. It adds to the vibrancy of our cities and towns. My sense is the public...

Seanad: Order of Business (3 Jul 2018)

Fintan Warfield: I want to raise the issue of hate crime legislation and the need for it. In the week before Pride there was a horrific homophobic attack on a couple in Portlaoise. On Pride weekend there was brick thrown through the window of the PantiBar. A Brazilian actor, Rodrigo Ternevoy, spoke to GCN about the verbal homophobia directed towards him while shooting a video outside the George. The BBC...
